About this file

The document is the Telecommunications Infrastructure Administration Standard (TIAS), Version 1.01, issued by the Greater Orlando Aviation Authority (GOAA) for the Orlando International Airport (MCO) in March 2024. This comprehensive 89-page technical standard provides detailed guidelines for the administration, identification, and labeling of telecommunications infrastructure components across GOAA campuses. The standard covers a wide range of telecommunications elements including cabinets, racks, zone enclosures, walls, light interface units (LIUs), splice trays, patch panels, cables, outlets, conduits, maintenance holes, grounding busbars, and warning tags. It establishes a uniform, detailed system for uniquely identifying and labeling each component using a specific alphanumeric format that allows precise location and documentation of telecommunications infrastructure.

The document specifies exact label specifications, including material types, sizes, colors, and mounting requirements for each component type. The labeling system is designed to be backward-compatible with ANSI/TIA-606 standards and provides a consistent approach that can be applied across different vendors and technologies. The standard includes precise instructions for label placement, font styles, and identification codes, ensuring that every telecommunications component can be precisely tracked and managed. While primarily a technical standard, the document reflects GOAA's commitment to maintaining a structured, easily navigable telecommunications infrastructure that can support current and future technological needs across its campus facilities.

The Full Administration Identification Designation (FAID) for a given telecommunications component shall be used in all documentation and communications, including (but not limited to) Submittals, Shop Drawings, RFIs, Change Requests, As-Built Drawings and Closeout documents unless otherwise directed by the Owner/OAR. The information below is intended to specify the requirements for identification and labeling of telecommunications components. While most components are included below, this information is not intended to be comprehensive. If a project includes telecommunications components or scenarios not included below the Contractor responsible for identifying/labeling the components shall coordinate with the Owner/OAR to determine the requirements for identifying/labeling the component per AVIATION AUTHORITY requirements. Any telecommunications component, whether included herein or not, identified and/or labeled in a manner inconsistent with AVIATION AUTHORITY requirements, shall be corrected by the responsible Contractor at no additional cost to the Owner/OAR.

2. Purpose This Standard specifies administration for a generic telecommunications cabling system that will support a multi-product, multi-vendor environment. The purpose of this document is to communicate to the OAR, Designer and Contractors the administrative guidelines that shall be followed in creating and implementing a standardized telecommunications labeling system for all AVIATION AUTHORITY projects.

This Standard provides a uniform administration approach that is independent of applications, which may change several times throughout the life of the telecommunications infrastructure. It establishes guidelines for owners, end users, manufacturers, consultants, contractors, designers, installers, and facilities administrators involved in the administration of the telecommunications infrastructure.

3. Scope This Standard specifies administration systems for telecommunications infrastructure within and between buildings. This infrastructure may range in size from a single building requiring a single telecommunications space (TS) and associated elements, to many TSs and associated elements in multiple campus locations. This Standard applies to administration of telecommunications infrastructure in existing, renovated, and new buildings.

*Some exceptions may apply. See related sections herein for more information.

NOTES:

1. “1” refers to “end one” of the component being identified.

2. “2” refers to “end two” of the component being identified.

3. “\” is placed on labels between the identifiers for end one and end two of a component being identified.

4. Square brackets “[“ and “]” indicate optional fields that may not be present and/or required depending on the type, location, or configuration of the component being identified.

8. Component Administration Each telecommunications element included in this standard is featured below with additional information including descriptions, specifications, formats, label locations, as well as examples of how each FAID and label shall look. As stated above, these examples are provided for information and clarification purposes only. The information included in the example labels does not represent actual field conditions and should not be duplicated. Campus, area, building, zone, and room/space information is generated by AVIATION AUTHORITY through the FQID program. Coordinate with AVIATION AUTHORITY or the OAR to provide this information before developing the labeling scheme.

Origin and Destination: Some of the FAID designations and labels detailed below include references to “Origin” and “Destination.” Examples include Conduits, Innerducts, Backbone and Horizontal Cables, and patch cables. When producing these FAID designations and labels, it is important to be consistent in determining which end of the component is to be identified as the point of origin, and which end is to be identified as the destination. Refer to the AVIATION AUTHORITY Telecommunications Spaces Order of Precedence to determine the proper Origin (O) information and Destination (D) information to include in the FAID designation and the labels.

Telecommunications Spaces:

(In order of precedence)

MDF Main Distribution Frame IDF Intermediate Distribution Frame ZE Zone Enclosure TE Telecommunications Enclosure CB Consolidation Box MH Maintenance Hole

The order of precedence hierarchy is broken into (3) three sub-sections. The elements within each sub-section are listed in order of precedence. The higher the element appears on the list, the higher order of precedence it maintains. The point of origin shall always be associated with the highest order. For example, when labeling a conduit that is installed between the STLC and the ASTC (regardless of the type of space), the point of origin shall be the end of the conduit at the STLC, because it appears higher in the order of precedence than does the ASTC.

The (3) sub-sections are also oriented in order of precedence. If you are labeling a component that runs between two buildings, refer to the Buildings and Locations section to determine which end will be the point of origin and which will be the destination, regardless of the type of space or to whom it is assigned.

If the component runs between two spaces within the same building refer first to the Space Assignments/Owner section, then to the Telecommunications section to determine which end will be the point of origin and which will be the destination.

VERSION 1.01

Note: Where both the origin and destination spaces are within the same building and of the same type (e.g., AVIATION AUTHORITY IDF to AVIATION AUTHORITY IDF), the space with the lowest space identifier number shall be the point of origin.

Note: Where a Zone Enclosure (ZE) or Telecommunications Enclosure (TE) is physically located inside an MDF or IDF, the order of precedence for that ZE or TE rises to match that of the MDF or IDF in which it is located.

Note: Where one or more pathways (e.g., Ducts, conduits, Inner-duct, Cable Tray, etc.) are installed overhead between two telecommunications spaces and pass through one or more Pull Boxes (see Definition for “Pull Box”), the Pull Boxes are not labeled and the origin and destination for the pathway shall be identified as the telecommunications spaces. Where one or more pathways (e.g., Ducts, conduits, Inner-duct, etc.) are installed underground between two telecommunications spaces and pass through one or more Maintenance Holes, the Maintenance Holes are labeled and identified as the Destination for the pathway.

VERSION 1.01

Note: Where one or more pathways leave a telecommunications space and terminate in a Consolidation Box or Telecommunications Enclosure from which additional pathways extend to multiple separate locations, the Consolidation Box or Telecommunications Enclosure shall be identified as the destination for the pathway.

8.4.3.C Location A wall segment is defined as any section of wall within a telecommunications space onto which a plywood backboard has been installed. Wall segments run from left to right, beginning at the primary entrance into the telecommunications room, and moving clockwise around the room. A segment will begin and/or end at doors, where two walls intersect, where the plywood backboard is interrupted, or at any other location as indicated by Construction Documents and/or directed by Authority or OAR.

Note: An entire wall, running from room corner to room corner requires only one identifier, provided the plywood backboard is installed, uninterrupted, along the full width of the wall. This is considered a “Wall,” whereas a plywood backboard installed on a portion of a wall is considered a “Wall Segment.”

Each Wall or Wall segment requires a label attached to the top left corner as illustrated below.

8.5. LIUs

AVIATION AUTHORITY projects that install, modify, or utilize a fiber Backbone typically require Contractor to perform all necessary fiber Channeling (see Definitions for “Channeling (Fiber or Copper)) to provide a fully operational, turnkey project. As part of the Channeling process, Contractor shall request from AVIATION AUTHORITY IT a Circuit ID for each fiber Channel created.

In addition to the LIU labeling requirements detailed within this section, Contractor shall hand write, using a pencil, the Circuit ID in the proper location on the Legend Card within each LIU through which each created fiber Channel runs. Refer to project Specifications and coordinate with the project OAR for more information.
