About this file
The file is a technical submittal form for a Parking Guidance System (PGS) Request for Proposals (RFP) issued by the Greater Orlando Aviation Authority (GOAA) for Orlando International Airport in Florida. The RFP solicits sealed proposals for a comprehensive parking guidance system design and build project, with technical proposals due by 10:00 a.m. on September 30, 2024, and price proposals scheduled for public opening on November 5, 2024. A mandatory pre-proposal conference and site inspection will be conducted on August 28, 2024, at the GOAA Maintenance Facility Classroom, providing potential bidders an opportunity to address project questions. The technical submittal forms require detailed information across multiple domains including hardware, communication, installation, software, data storage, environmental performance, and optional features for both covered and uncovered parking spaces.
The RFP emphasizes comprehensive technical requirements for the parking guidance system, including individual space detection accuracy, license plate recognition capabilities, environmental performance standards, and system reliability. The document includes extensive technical evaluation criteria covering aspects such as vehicle detection accuracy, camera specifications, communication protocols, software features, data storage, and optional capabilities like car locator and watchlist features. The procurement process includes a Small Business Development Department review for MWBE/LDB/VBE participation, suggesting potential set-aside or participation requirements for minority and local businesses. Proposers must register on the GOAA e-procurement platform to access the Design Criteria Package Documents and submit their responses, with strict compliance requirements that may result in proposal rejection if specifications are not meticulously followed.
