About this opportunity
The City of Pasadena Department of Transportation's Parking Division is seeking a qualified security contractor to provide comprehensive security and safety services for eight public parking facilities through a Request for Proposals (RFP). The procurement aims to establish a three-year management agreement with a security provider capable of delivering crime prevention, customer service, and safety management across facilities including De Lacey, Del Mar, Los Robles, Marengo, Marriott/Rover, Paseo Subterranean, Plaza Las Fuentes, and Schoolhouse. The RFP was released on April 8, 2025, with a pre-proposal meeting held on April 16, 2025, and proposal submissions due by May 8, 2025 at 3:00 pm through the City's eProcurement Portal. Evaluation criteria will include technical approach (40%), experience and credentials (20%), cost proposal (20%), with additional points for local business presence and small business certification. The selected contractor will be responsible for providing security officers, vehicles, uniforms, communication devices, and a checkpoint/touchpoint system, with staffing to include a Program Manager, Field Supervisor, Dispatch personnel, and Security Ambassadors across the specified parking facilities.
The RFP does not explicitly outline specific set-aside designations for disadvantaged enterprises, though the evaluation criteria include points for small business certification. The contract allows for potential one-year extensions with price adjustments based on the Consumer Price Index. Insurance requirements are comprehensive, including Commercial General Liability ($2,000,000 per occurrence), Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Professional Liability ($2,000,000 per occurrence). Contractors must provide insurance through carriers authorized in California with a minimum A.M. Best's rating of A:VII. While specific budget ranges are not explicitly stated, the contract includes provisions for total compensation subject to City Council approval. The City emphasizes local compliance requirements, including the Pasadena Living Wage Ordinance and strict conflict of interest disclosures. Proposers must also complete various mandatory forms, including a Unique Entity Identifier (UEI) form, conflict of interest disclosures, and a disqualification disclosure form to ensure full transparency and compliance.
