About this opportunity
Jackson County, Missouri is soliciting bids for Invitation to Bid No. 26-008, a twelve-month term and supply contract with three optional twelve-month renewal periods for park site furnishings to support the Parks and Recreation Department. The procurement requests pricing for five categories of furnishings: Cantilever Style Picnic Tables, Portable Rectangle Picnic Tables, Perforated Steel Trash Receptacles, Premium Park Benches, and Standard Park Benches, with specifications referencing preferred manufacturers including Pilot Rock, Global Equipment, and DuMor, though alternate manufacturers are permitted. Bidders must submit unit pricing for tiered quantities ranging from 1 to 9 units up to 50 or more units, with all pricing inclusive of packaging, freight, fuel, delivery, and miscellaneous charges; additionally, vendors must provide percentage discounts off manufacturers' suggested retail prices for eight product categories including Park and Street Benches, Park Tables, Waste and Recycling, Dog Park Products, Site Amenities, Park Grills, Campfire Rings, and Miscellaneous Catalog Items. Delivery is required to one of two Jackson County Parks and Recreation locations—Fleming Park Operations Center in Lee's Summit, Missouri, or Longview Operations Center in Kansas City—with all deliveries requiring a truck equipped with a power lift gate and driver, while the County assumes responsibility for unloading and assembly. The estimated annual spending for park site furnishings is $65,000, with items ordered on an as-needed basis. Bids must be submitted electronically through the Jackson County Bonfire Portal by 2:00 p.m. CDT on April 7, 2026, with an Intent to Bid deadline at 12:00 p.m. CDT the same day; questions must be submitted by 5:00 p.m. CDT on March 31, 2026. Bidders are required to provide a Certificate of Compliance from Jackson County's Compliance Review Office, complete a notarized affidavit affirming compliance with collusion, debarment, and federal work authorization requirements, submit a Statement of Contractor Qualifications documenting business structure and relevant experience, provide a Certificate of Insurance within ten business days of award with specified coverage limits including $1,000,000 Commercial General Liability per occurrence and $1,000,000 Commercial Automobile Liability, and supply completed IRS W-9 forms and evidence of required licenses. Jackson County reserves the right to split the contract award among multiple vendors and does not require bidders to bid on all items, and no price increases are permitted during the first six months of the contract.
The procurement allows bidders to identify themselves as Disadvantaged Business Enterprises, including Minority-Owned Businesses, Women-Owned Businesses, or Small Businesses, with certification documentation required for claimed status. No incumbent vendors or current contractors are identified in the solicitation documents. All work must be authorized by purchase order in advance, and unauthorized work will be performed at the contractor's risk and expense; additionally, the County is exempt from Missouri sales tax and will issue a project-specific exemption certificate upon request. Bidders located outside the Greater Kansas City Metropolitan Area must submit documentation detailing how they would perform the required work. All bids are binding for 90 calendar days following the response deadline unless an extension is agreed upon, and the County reserves the right to reject any or all bids and select the bid deemed most advantageous to the County. Based on the estimated annual spending of $65,000 and the potential for three renewal periods, the maximum contract value could approach $260,000 over the full four-year term if renewal options are exercised.
