About this opportunity
The City of Amarillo is requesting bids for demolition and removal of existing park restroom facilities at twenty designated park locations and site restoration to turf under ITB 252-26, with bids due October 8, 2026. A non-mandatory pre-bid meeting was held September 23, 2026, with nine contractors attending. Local preference consideration applies to vendors with a principal place of business within Amarillo city limits whose bid falls within 5% of the lowest non-local bid on contracts valued under $500,000; this preference does not apply to construction projects exceeding $100,000, and this project scope does not confirm whether the total contract value triggers the exclusion.
The scope encompasses complete demolition of restroom structures, removal of foundations, concrete, paving, and all site debris, followed by backfill, grading, topsoil placement, and turf grass restoration at each of the twenty parks (Arden Road School Park, Avondale Park, Belmar Park, Eastridge Park, Forest Hill Park, Gene Howe School Park, Hamlet Park, Lawndale Park, Margaret Wills Park, Mesa Verde Park, Oakdale Park, Olsen Park, Puckett Park, Ridgecrest Park, South Georgia Park, Sunrise Park, Western Plateau Park, Willow Vista Park, Windsor Park, and Woodlands Park). Pre-demolition asbestos testing has been completed with no remediation required. All work must be completed by December 31, 2026, following notice to proceed. The contractor must obtain all required permits at no cost to the City and is not responsible for utility disconnection. The City retains discretion to authorize work at all, some, or none of the listed locations based on available funding and will select individual locations from the lump-sum pricing submitted.
Bidders must be current on the City Excluded Parties List and comply with federal suspension-and-debarment certifications, Texas Government Code Chapter 2271 (Israel boycott), and for contracts with ten or more employees valued at $100,000 or more, Chapter 2274 (firearm and energy company boycott prohibitions). Prevailing wage rates apply. Performance, Payment, and Maintenance bonds are required, along with commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 per occurrence, and workers' compensation coverage with waiver of subrogation. Contractors must commence work within ten calendar days of notice to proceed and maintain a resident superintendent. Bid security of not less than 5% of the total bid amount is required.
