About this opportunity

The City of Leesburg, Florida is requesting proposals for design-build services to construct eight to twelve lighted pickleball courts with permanent posts and resurface four existing tennis courts under RFP 26-008-HG, with proposals due June 10, 2026 at 11:00 a.m. This is a one-time, turn-key engagement under the Consultant's Competitive Negotiation Act (CCNA).

Respondents must demonstrate at least three years of experience in design-build services and three years of recent experience with Florida local governments. All proposers must hold necessary state licenses and registrations, maintain active vendor registration with the Florida Department of State, provide proof of E-Verify registration, and not appear on Florida's Scrutinized List or the Federal Excluded Parties List.

The scope encompasses full design, civil engineering, surveying, permitting, geotechnical evaluation, site demolition, grading, construction, and ancillary improvements. The Design-Builder bears responsibility for all due diligence items including boundary and topographical surveys and soil reports, which the City will not provide. Design must comply with City of Leesburg parking code requirements, include appropriate court spacing, drainage infrastructure, utility coordination, landscaping, signage, and ADA-compliant access. An existing building on one development parcel must be retained and incorporated with its restrooms designated for public use. Drainage connections to the City's existing system are feasible but require design evaluation and City approval.

The City's budget cap is one million dollars. Compensation will be determined through contract negotiation following selection, using a preferred method of fixed hourly or per-unit fees including overhead for actual hours worked. The successful proposer must submit a detailed Scope of Values distinguishing design costs from construction costs after selection and City Commission approval.

A 5% bid bond (revised to a fixed $25,000 in Addendum No. 5, dated June 4) must accompany the proposal. A 100% performance and payment bond and 10% maintenance bond are required upon award. The contract term is 180 calendar days from Notice to Proceed for substantial completion. Questions are due May 26, 2026 at 10:00 a.m. A non-mandatory pre-proposal meeting is scheduled for May 20, 2026 at 10:00 a.m. at the Venetian Center in Leesburg. Five addenda have been issued as of June 4, 2026, addressing site boundaries, bid bond requirements, and submission specifications.
