About this file

This is Addendum No. 2 to an Invitation for Bid (IFB 26-008-HG) issued by the City of Leesburg, Florida, dated June 2, 2026, for the Palmetto Pickleball Courts Design-Build Project. The addendum clarifies key project parameters in response to thirteen bidder inquiries. The project involves the design and construction of eight to twelve lighted pickleball courts on a site bounded by South Palmetto Street, South 2nd Street, and Woodward Street, along with resurfacing and restriping of four existing adjacent tennis courts. The usable development parcels are identified as Alt Keys 1344484, 1344522, 1344514, and 1344506, while Alt Keys 1344492 and 1344476 are excluded from development. An existing building on Alt Key 1344514 must be retained and incorporated into the site design, with its restrooms designated for public use. The Design-Builder bears full responsibility for civil engineering, survey work, permitting, geotechnical evaluation, and all construction activities, including site demolition and grading where necessary. The final design must comply with City of Leesburg parking code requirements and include appropriate spacing for courts, drainage infrastructure, utility coordination, landscaping, signage, ADA-compliant access, and ancillary improvements as determined during design development.

The addendum addresses critical site and design questions, confirming that no boundary survey, topographical survey, or soil report will be provided by the City, making these due diligence items the Design-Builder's responsibility. Drainage connections to the existing City system are feasible but require design evaluation and City approval. Parking requirements shall be determined based on applicable City code and the final approved design. Court spacing shall follow comfortable spacing standards rather than minimal or competition spacing. The Design-Builder must also evaluate whether environmental assessments or traffic analyses are required based on final design and permitting requirements. Any monitoring wells and associated environmental considerations on the property require coordination between the Design-Builder and the City. All bidders must acknowledge receipt of this addendum by signing the provided acknowledgment section, with the submission of a bid constituting acknowledgment of receipt.
