About this file
This is an addendum to a Request for Proposal issued by the City of Leesburg, Florida for Design-Build Services for the Palmetto Pickleball Court project. The solicitation seeks qualified respondents to provide comprehensive design-build services for the construction of eight to twelve lighted pickleball courts with permanent posts and connections between park features on South Palmetto Street, as well as resurfacing of four existing tennis courts at the corner of South Palmetto Street and Woodward Street. The project is a one-time, turn-key engagement requiring the selected firm to provide all labor, administration, design, equipment, materials, permitting, and construction services. This addendum, dated June 4, 2026, constitutes the fifth addendum to RFP 26-008-HG and must be acknowledged by all bidders in their proposal submissions.
The addendum establishes specific submission requirements for all proposals. Bidders must submit a bid bond in the form of a certified check, cashier's check, or insurance company bond in the amount of Twenty-Five Thousand Dollars ($25,000), made payable to the City of Leesburg. Additionally, all firms are required to submit a detailed and itemized Scope of Values with their proposal, clearly distinguishing between design-related costs and construction-related costs. The document provides a specific format template for the Scope of Values that includes sections for design costs, mobilization and build-construction costs, with line items and unit pricing for clarity. Bidders who have already submitted their Proposal Bid Form must revise their electronic submission to acknowledge receipt of this addendum, though the City will construe all received bids as acknowledging receipt of the addendum.
