About this opportunity

Houston Community College (HCC) has issued Request for Proposal (RFP) 25-46 for Systemwide Painting Services across its facilities in Harris County and Houston City, Texas. The procurement seeks a contractor to provide comprehensive maintenance painting services on an as-needed basis for both interior and exterior surfaces of HCC's properties. Specific requirements include protective and decorative painting, surface preparation, sealant application, and coating services designed to provide weather resistance, corrosion protection, and aesthetic improvements. The RFP anticipates a two-year contract with potential three one-year renewal options, with a proposed solicitation timeline including an RFP release on August 6, 2025, a non-mandatory pre-proposal meeting on August 19, 2025, and proposal submissions due by September 10, 2025 at 2:00 p.m. local time. Contractors will be evaluated using a 100-point scoring system that considers firm qualifications (20 points), approach and methodology (20 points), past performance (10 points), price proposal (35 points), and small business practices (15 points).

The procurement includes robust small business participation requirements, with multiple forms and attachments focused on encouraging engagement with certified small businesses. Specific documentation like the Small Business Unavailability Certificate and Contractor and Subcontractor Participation Form mandate detailed reporting of small business involvement. Potential vendors must disclose ownership interests, comply with conflicts of interest regulations, and meet specific certification requirements related to state government hardening and foreign entity restrictions. The estimated annual contract spend is $1,500,000, with HCC reserving the right to award multiple contracts based on contractors' capabilities. Contractors must provide comprehensive insurance coverage, including Commercial General Liability, Automobile Liability, and Workers' Compensation, with specific combined single limit coverage amounts ranging from $5,000 to $2,000,000. Pricing must be calculated per square foot and include overhead, profit, labor, equipment, insurance, warranty, and all necessary materials for completing painting projects across HCC's nineteen campuses.
