About this opportunity
The School Board of Volusia County, Florida has issued Invitation to Bid (ITB-2024-3020) for a comprehensive paint and paint supplies contract, seeking to establish a three-year agreement from December 1, 2024, through November 30, 2027, with potential for three additional one-year renewals. The procurement covers five distinct sections: MPI Approved and Non-MPI Approved Paints, Varnish/Primer/Sealers, Paint Brushes & Cleaners, Rollers, and Miscellaneous Paint Supplies. The district requires vendors to provide high-quality paint materials and supplies for its approximately 62,800 K-12 students across 45 elementary, 12 middle, 9 high schools, and 11 alternative education sites. Bidders must meet stringent qualifications, including having a point chemist, technical representatives, and providing a six-year warranty against defects for paint products. The bid has a mandatory electronic submission through VendorLink, with proposals due on August 30, 2024, at 2:00 PM EST, and a voluntary pre-solicitation meeting scheduled for August 5, 2024. Evaluation criteria include product quality, pricing, delivery capabilities, and compliance with detailed specification requirements.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Two vendors have submitted bids: PPG Architectural Finishes, Inc. from Tampa, FL, and Southern Paint and Supply Company from Daytona Beach, FL. Both vendors offer comprehensive pricing structures with percentage discounts for similar products not directly listed in the bid sections. The approximate annual expenditure for this contract is $50,000, with total bid amounts of $104,664.24 for PPG and $91,343.72 for Southern Paint & Supply Co. The contract allows for flexible purchasing on an as-needed basis, with vendors required to provide 24-hour delivery timelines and accept VISA purchases. Pricing is structured with firm initial-term rates and potential Consumer Price Index (CPI) adjustments for subsequent renewals, not to exceed 4%. The School Board intends to award primary vendor status to both PPG Architectural and Southern Paint & Supply Co., ensuring multiple sourcing options for the district's paint and supplies needs.
