All contractor personnel require security clearance, background checks including criminal history and drug screening, valid California driver's licenses with no DUI convictions within two years, and must comply with facility security protocols; additionally, the contractor must maintain comprehensive insurance including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and workers' compensation at statutory limits.

The solicitation includes a five percent (5%) preference deduction for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders for evaluation purposes, with an eight percent (8%) preference for businesses certified as both OCLSB and DVBE. Bidders must submit required documentation including certificates of insurance, W-9 forms, D-U-N-S numbers, UEI numbers, debarment certifications, anti-lobbying certifications, and campaign contribution disclosures; contractors must also obtain a Labor and Material Payment Bond and Performance Bond, with the penal sum equal to or exceeding the estimated amount payable under the contract. The contractor must provide volume discounts where applicable and cannot require minimum order quantities or costs; pricing must be equal to or less than what the contractor quotes to other local, state, or federal government entities for equal or lesser scope services. Payment is made in arrears within 30 days of invoice receipt following County verification and approval, with Electronic Fund Transfer (EFT) payment options available. The County reserves the right to make multiple awards and to reject any bids in its sole discretion, with bids remaining valid for 365 days after the closing date.
