About this file

This is a Quantity Needed for Each Bundle document supporting an Invitation for Bid (IFB) issued by the County of Orange, Sheriff-Coroner in California for packaging and bundling services for food and personal care items designated for resale through inmate commissary operations and welfare kits. The solicitation encompasses approximately 20 line items including coffee products, cocoa, sugar, condiments, sauces, envelopes, postcards, and various welfare kits (regular, medical, restricted, and disciplinary). Contractors must pick up bulk stock and return packaged items within 10 working days, Monday through Friday between 7:00 a.m. and 3:00 p.m. at a location in Anaheim, California. The deadline for electronic proposal submission is April 17, 2026 at 4:00 p.m., with all questions and requests for clarification due by April 9, 2026 before 5:00 p.m. The contract term is three years, effective May 21, 2026, with two optional renewal years available.

Awards shall be made to the lowest responsive, responsible bidder based on firm fixed-fee pricing with no price increases permitted during the initial three-year term. A five percent preference deduction applies to certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders, with an eight percent preference for businesses certified as both. Contractors must provide volume discounts where applicable, cannot require minimum order quantities or costs, and pricing must equal or be less than quotes provided to other local, state, or federal government entities for equal or lesser scope services. Payment is made in arrears within 30 days of invoice receipt following County verification and approval, with Electronic Fund Transfer available. Contractors must maintain comprehensive insurance including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and workers' compensation at statutory limits, as well as provide Labor and Material Payment Bonds and Performance Bonds with penal sums equal to or exceeding the estimated contract amount. All contractor personnel require security clearance, background checks including criminal history and drug screening, valid California driver's licenses with no DUI convictions within two years, and must comply with facility security protocols.
