The certification confirms that no Federal appropriated funds have been or will be paid to influence federal officials, Congress members, or agency employees in connection with the contract award. Contractors must certify compliance with 31 U.S.C. Section 1352 and agree to include identical certification language in all subawards and subcontracts at all tiers. The undersigned contractor's authorized official must sign the certification, acknowledging that submission is a prerequisite for contract execution.

The certification constitutes a material representation of fact, and contractors understand that the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to the certification. Additionally, if any non-Federal funds are paid to influence federal officials in connection with this contract, the contractor must complete and submit Standard Form-LLL, "Disclosure Form to Report Lobbying," in accordance with applicable instructions.
