About this opportunity

The State of Maine Department of Marine Resources, Bureau of Public Health and Aquaculture, Aquaculture Division is requesting proposals for the construction and delivery of one Pacific T-Top V2175 aluminum boat with motor, with proposals due June 24, 2026 at 4:00 p.m. through the Vendor Self Service system.

The vessel will support aquaculture site visits along Maine's 3,500-mile coastline, including near-shore and offshore operations in cold temperatures with variable weather and tidal currents. The boat must be fully equipped and ready for service with specified hull, console, and engine requirements; it will regularly deploy remotely operated vehicles and support SCUBA diving operations for benthic condition assessments. The Department anticipates one award with a contract term from August 1, 2026 through July 31, 2028. Delivery is to the Aquaculture Division Watercraft Facility in Rockland, Maine. Sea trials may be required at the bidder's expense if performance specifications are not met.

Evaluation uses a 100-point scale: 25 points for Organization Qualifications and Experience (requiring three project examples from the past five years, three years of financial statements, organizational charts, litigation history, and insurance certificates), 25 points for Proposed Services, and 50 points for Cost Proposal. The lowest cost bid receives the full 50 cost points, with higher bids receiving proportionally fewer points on a mathematical formula. The Department will not request best and final offers.

The cost proposal must be a fixed total amount covering all costs for full compliance with contract requirements and RFP specifications. Anticipated payment is net 30 upon receipt of accurate invoices. No contract is fully executed until approved by the State Procurement Review Committee, with an effective date no earlier than fourteen calendar days after award notification. Questions are due June 3, 2026 at 4:00 p.m.
