About this file

This is a solicitation amendment issued by the State of Maine Department of Marine Resources, Bureau of Public Health and Aquaculture for RFP #202605088 regarding the procurement of one Pacific T-Top V2175 aluminum boat with motor and trailer. The amendment updates the RFP coordinator contact from Meryl Grady to Philip Cornelison (Management Analyst I, Philip.Cornelison@maine.gov), effective October 16, 2025. The vessel is intended to support aquaculture site visits along Maine's 3,500-mile coastline, including near-shore and offshore operations in cold temperatures with variable weather and tidal currents. The boat must be fully equipped and ready for service with specified hull, console, and engine requirements and will regularly deploy remotely operated vehicles and support SCUBA diving operations for benthic condition assessments. Proposals are due June 24, 2026 at 4:00 p.m. through the Vendor Self Service system, with questions due by June 3, 2026 at 4:00 p.m. The Department anticipates one award with a contract term from August 1, 2026 through July 31, 2028. Delivery is required to the Aquaculture Division Watercraft Facility in Rockland, Maine.

Evaluation of proposals uses a 100-point scale comprising 25 points for Organization Qualifications and Experience, 25 points for Proposed Services, and 50 points for Cost Proposal. The cost proposal must be a fixed total amount covering all costs for full compliance with contract requirements, with the lowest cost bid receiving the full 50 cost points on a mathematical formula. Anticipated payment is net 30 upon receipt of accurate invoices. Sea trials may be required at the bidder's expense if performance specifications are not met. No contract is fully executed until approved by the State Procurement Review Committee, with an effective date no earlier than fourteen calendar days after award notification.
