Gwinnett County Department of Water Resources is requesting quotes for supplement provision of water quality analytical services on an annual contract with four renewal options, with quotes due September 4, 2026 at 3:00 p.m. and questions due September 1, 2026. The awardee must hold NELAP, DOD, and/or A2LA certification — the central eligibility filter.

The scope covers analytical services on potable water and surface water samples for eleven analytes including taste and odor compounds (MIB and Geosmin) and cyanobacterial toxins (Anatoxin-a, Cylindrospermopsin, and Microcystin and Nodularin variants). Unit pricing must be inclusive of sample collection bottles, shipping materials, overnight return shipping via FedEx or UPS, and analysis costs. Preliminary results must be delivered on the same day of sample receipt; finalized reports are due within twenty-eight calendar days in Adobe PDF and Microsoft Excel formats. The laboratory must comply with Georgia EPA approval for wastewater, ambient stream, and stormwater analyses under Georgia Rules and Regulations for Water Quality Control.

The initial contract term extends through December 14, 2026, with four optional one-year renewal periods. Award will be made to the lowest responsive and responsible bidder; Gwinnett County reserves the right to split awards or negotiate with the lowest bidder.

Contractors must carry Commercial General Liability insurance with minimum $2 million general aggregate, Automobile Liability of $1 million combined single limit, Workers' Compensation at Georgia statutory limits, and Umbrella/Excess Liability appropriate to contract value, all with A.M. Best ratings of A-7 or higher. Gwinnett County must be named as an additional insured. All bidders must complete Quote Schedules, provide References, submit E-Verify Forms and Contractor Affidavit and Agreement, and participate in the federal E-Verify work authorization program under Georgia's Illegal Immigration Reform Enhancements for 2013.
