The selected firm will provide comprehensive professional services including owner's representation, land planning, infrastructure phasing, funding partnerships with State and Federal agencies, construction management, and construction materials testing to deliver the AWPF in a timely manner while adhering to all State and Federal requirements. The AWPF is a $155 million capital improvement project designed to recycle municipal wastewater into potable water on a 73.01-acre site, with funding sourced from the Texas Water Development Board (TWDB) Continuing Obligation funding of $18.55 million, Wastewater Impact Fees of $6.45 million, and the Water Infrastructure Finance and Innovation Act (WIFIA) Program totaling $130 million, distributed across fiscal years 2025 through 2030 and beyond. Respondents must be registered professional engineers or architects in Texas with a minimum of five years of experience, and the Project Manager must be licensed as a professional engineer at the time of submittal. Evaluation will be based on 100 total points comprising relevant qualifications and experience of the proposed project team (30 points), available resources and location (15 points), the prime firm's comparable experience with Owner's Representative services for municipal clients on large water and wastewater capital improvement projects utilizing TWDB and WIFIA funding (35 points), team structure and approach (15 points), and previous litigation history (5 points). Vendor questions are due by April 28, 2026 at 5:00 PM with answers to be posted by April 30, 2026, and an expected contract award date is scheduled for June 2026. Oral presentations may be required as part of the evaluation process.

This procurement is not designated as a set-aside for disadvantaged enterprises, though respondents must submit Form 1295 to the State of Texas prior to executing any agreement. All responses are subject to the Texas Public Information Act, and respondents must complete and submit the required Verification Form, which certifies compliance with Texas Government Code provisions regarding discrimination against firearm entities or associations, boycotts of energy companies, and boycotts of Israel; failure to include this verification form will result in automatic disqualification. Respondents must also provide at least three municipal and/or government agency or firm references of comparable size that have utilized similar services within the preceding two years, with City of Liberty Hill references explicitly excluded, and negative reference responses may result in automatic disqualification. The contract includes provisions allowing the City to terminate for cause with 30 days' notice to cure deficiencies or without cause upon 30 calendar days' prior written notice. All work on this WIFIA-funded project must comply with extensive federal requirements including the American Iron and Steel Requirement, the Build America, Buy America (BABA) Act, Davis-Bacon Act labor standards, Contract Work Hours and Safety Standards Act (CWHSSA) compliance, and civil rights and equal employment opportunity obligations under Executive Order 11246. No specific contract value or hourly rate information is disclosed in this qualifications-based selection process, though the overall project cost of $155 million provides context for the scope and complexity of the services being procured.
