About this file

This is a Capital Improvement Program (CIP) Detail Sheet for the City of Liberty Hill, Texas, outlining the Advanced Water Purification Facility (AWPF) and Conveyance & Blending project. The project aims to provide potable water for Liberty Hill while addressing effluent discharge requirements mandated by the Texas Commission on Environmental Quality (TCEQ) to eliminate discharge into the South San Gabriel River. The AWPF is designed to recycle municipal wastewater into potable water and will have the capacity to expand as the city grows. The facility is located on 73.01 acres on CR266 in Liberty Hill (WCAD number R022967). The project encompasses multiple phases including engineering and design, land/right-of-way acquisition, construction, inspection and testing, and contingencies. The total project cost is estimated at $155 million, with funding distributed across multiple fiscal years from FY2025 through FY2030 and into the future.

Funding for the AWPF project is sourced from multiple mechanisms including Texas Water Development Board (TWDB) Continuing Obligation funding of $18.55 million, Wastewater Impact Fees of $6.45 million, and the WIFIA (Water Infrastructure Finance and Innovation Act) Program totaling $130 million. The WIFIA funding is allocated across FY2025 through FY2030, with amounts of $23 million in FY2025, $10 million in FY2026, $10 million in FY2027, $40 million in FY2028, and $35 million each in FY2029 and FY2030. The project is justified by Central Texas water scarcity due to prolonged drought conditions, the need for supply control and reliability, environmental benefits through wastewater reuse, sustainability and drought resilience, cost-effectiveness compared to importing distant water sources, accommodation of population growth, and positioning Liberty Hill as a leader in innovative water management practices.

Advanced Water Purification A00 PROJECT TITLE Advanced Water Purification Facility & Conveyance & Blending

PROJECT DESCRIPTION:

Advanced Water Purification Facility is a Project that will provide potable water for the city of Liberty Hill while resolving the effluent discharge that TCEQ is requiring Liberty Hill to do in oder to have no discharge in the South San Gabriel River. The project will be able to expand in size as needed to accomadate the growth of the city. As we navigate through the increasing challenges associated with water scarcity in Central Texas, it is imperative for our city to explore sustainable and resilient solutions to ensure a reliable water supply for our community. This memorandum aims to detail the need and benefits of establishing an Advance Water Treatment Facility plant to address these challenges effectively.

Justification for the Advance Water Treatment Facility Plant

1. Water Scarcity Issue - Central Texas is experiencing significant water shortages due to prolonged drought conditions and increasing demand. This scarcity presents a critical challenge to maintain an adequate supply for our city’s needs.

2. Control and Reliability - Implementing an AWPF plant will allow the city to control its water supply more effectively, reducing dependency on unpredictable groundwater and surface water sources.

3. Environmental Impact - By reusing treated wastewater, an AWPF plant minimizes the need for water imports and eases the extraction pressure on natural water bodies, thereby contributing positively to the local ecosystem.

PROJECT NEED/BENEFITS:

1. Sustainability and Resilience - AWPF plant provides a drought-resistant water supply option by recycling municipal wastewater into potable water, promoting long-term sustainability and enhancing drought resilience.

2. Efficiency and Cost-Effectiveness - Utilizing advanced treatment technologies, AWPF ensures water is treated to meet or exceed safety standards, offering a cost-effective alternative to importing water from distant sources.

3. Population Growth Adaptation - As our city grows, the AWPF plant will play a significant role in meeting the increasing water demands, supporting economic growth without compromising on water security.

4. Technological Leadership - Investing in an AWPF plant positions our city as a leader in innovative water management practices, setting a standard for other municipalities facing similar challenges.
