About this opportunity
The North Texas Municipal Water District (NTMWD) is seeking an Owner's Advisor (OA) for the Trinity East Fork Regional Water Resource Recovery Facility (RWRRF) project through a two-step Request for Qualifications (RFQ) process. The procurement is for comprehensive advisory services to support the planning, procurement, design, and delivery of a new greenfield wastewater treatment plant and conveyance improvements located in Kaufman County, Texas. The Owner's Advisor will provide critical support including planning, permitting, procurement assistance, cost and schedule control, design and technical oversight, construction management, and stakeholder communication for a facility expected to have a 12-16 MGD capacity with initial flows anticipated in 2031. The evaluation will focus on two primary criteria: Project Manager and Program Team Capability (50 points) and Recent Project Experience and Past Performance (50 points). Key procurement dates include a question deadline of August 8, 2025, Statement of Qualifications due by August 22, 2025 at 12:00 PM CT, Request for Information to shortlisted teams the week of August 25, 2025, and interviews scheduled for the week of September 22, 2025.
The procurement is subject to the Environmental Protection Agency's Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals for Minority and Women-owned Business Enterprise (M/WBE) firms. The project may seek state or federal funding assistance, potentially involving participation from member and/or customer cities. There are specific conflict of interest restrictions, with the selected Owner's Advisor being ineligible for selection as the Design-Builder. The planning-level estimated program cost is approximately $925 million, with the initial contract covering services until the Design-Builder is awarded and subsequent amendments planned for pre-construction and construction phase services. The procurement is contingent upon funds from the Texas Water Development Board (TWDB), and the prime contractor will be prohibited from submitting as part of the Progressive Design-Build team, though this restriction does not apply to subconsultants. The project involves developing design criteria, supporting Design-Builder selection, and coordinating conveyance projects including modifications at Buffalo Creek Lift Station 1, a force main diversion, and an outfall pipeline to the East Fork Trinity River.
