About this file

This document is a presentation by the North Texas Municipal Water District (NTMWD) for Owner's Advisor Services for the Trinity East Fork Regional Water Resource Recovery Facility (RWRRF) project. The objective is to procure advisory services to assist the District throughout planning, procurement, design, and delivery of a new wastewater treatment facility. The project is a greenfield site expected to have a capacity of 12-16 MGD, with flows anticipated to begin in 2031, and an estimated planning-level cost exceeding $500 million. The procurement timeline includes a question deadline of August 8, 2025, Statement of Qualifications (SOQ) deadline of August 20, 2025, Request for Information (RFI) to shortlisted teams in the week of August 25, 2025, and interviews scheduled for the week of September 22, 2025.

The Owner's Advisor will provide comprehensive support including planning, permitting, procurement support, cost and schedule control, design and technical oversight, construction management, and stakeholder communication. The evaluation will focus on two primary criteria: Project Manager and Program Team Capability (50 points), which assesses team experience across planning, design, and construction phases, and Recent Project Experience and Past Performance (50 points), which evaluates prior project achievements in areas like procurement support, contract negotiation, design capabilities, and construction management. The initial contract will cover services until the Design-Builder is awarded, with subsequent amendments planned for pre-construction and construction phase services.
