About this file

This document is an Addendum No. 1 issued by the North Texas Municipal Water District (NTMWD) for ITB No. 25-199-Q, soliciting Owner Advisor Services for the Trinity East Fork Regional Water Reclamation and Reuse Facility (RWRRF) - Step 1. The addendum addresses six questions from potential bidders regarding the Request for Qualifications (RFQ), clarifying submission requirements such as page limits, organizational chart formatting, and the scope of the Owner's Advisor role. The project involves developing a design criteria package, supporting the selection of a Progressive Design-Builder, and coordinating conveyance projects including modifications at Buffalo Creek Lift Station 1, a force main diversion, and an outfall pipeline to the East Fork Trinity River.

The Owner's Advisor will be responsible for technical support throughout the project, including helping develop clear design requirements, reviewing design progress, identifying potential issues, and supporting the Texas Commission on Environmental Quality (TCEQ) permitting process. The district has already purchased the plant property and has an internal team preparing to start the permitting application. The conveyance projects and facility development require a comprehensive understanding of the regional wastewater system, with the Owner's Advisor expected to provide expertise in engineering, project management, and technical oversight to ensure project success and compliance with Texas Government Code, specifically Chapter 2269.

25-199-Q

Owner Advisor Services for Trinity East Fork RWRRF - Step 1

August 6, 2025

Re: ADDENDUM NO. 1

ITB No. 25-199-Q

QUESTIONS RECEIVED BEFORE THE DEADLINE VIA BONFIRE

Q1: May we use an 11x17" page to show our organizational chart?

A1: Yes.

Q2: Question regarding narrative sections –

The RFQ instructs that the SOQ consist of the provided forms (Information, Recent Experience, Key Personnel, etc.) and not exceed 50 pages.

Several scored criteria—overall program leadership, team integration / staffing strategy, and cost / schedule control—do not fit neatly within those forms.

Can you confirm that, in addition to the required forms, we may include brief narrative sections to address these criteria as long as the total submittal still falls within the 50-page limit?

A2: Yes.

Q3: The RFQ and presentation mentioned that technical background and design capabilities are required. Can you elaborate why it is necessary?

A3: Technical background is important because the Owner’s Advisor will help us develop the design criteria package, which the Design-Builder will use as the starting point for design. This requires a good understanding of engineering and project needs to make sure the requirements are clear and complete.

Once the Design-Builder is selected, the Owner’s Advisor will continue to support us by reviewing design progress, helping us make informed decisions, and identifying any technical issues early. Their design knowledge helps reduce risks and keeps the project moving in the right direction.

Q4: The RFQ mentioned that a few conveyance projects are included in this program, is that right?

A4: Yes, that is correct. We have some initial evaluations that identify which conveyance projects are needed for the start-up of the Trinity East Fork RWRRF. Once the Owner's Advisor is on board, they

25-199-Q will help us further evaluate and make a decision. It makes sense for the Owner's Advisor team to understand both the conveyance system and the plant as a whole, as well as how they coordinate with the regional wastewater system.

The conveyance projects may include modifications at Buffalo Creek Lift Station 1, a force main that will divert the flows from Buffalo Creek LS 1 to the new Trinity East Fork RWRRF, as well as the outfall pipeline that discharges the flows to East Fork Trinity River.

Q5: What level of detail do we expect in the Progressive Design-Builder’s design?

A5: This is something we will rely on the Owner’s Advisor team to help us determine. We also need to ensure that we comply with the Texas Government Code, including Chapter 2269.

Q6: What is the status of TCEQ permitting?

A6: We recently purchased the plant property and have an internal team that will start the TCEQ application process. Once the Owner's Advisor is on board, we expect their team to work on permitting in coordination with our internal team.

END OF ADDENDUM NO. 1

THE ADDITIONS, DELETIONS, MODIFICATIONS AND/OR CLARIFICATIONS TAKE PRECEDENCE OVER THE INITIAL SOLICITATION AND SHALL BE MADE TO THE APPROPRIATE SECTIONS OF THE REFERENCED DOCUMENT AND SHALL BECOME PART OF THE CONTRACT DOCUMENTS. ALL OTHER PROVISIONS OF THE CONTRACT DOCUMENTS, PLANS AND SPECIFICATIONS SHALL REMAIN THE SAME. SUBMITTORS

SHALL ACKNOWLEDGE RECEIPT OF THE ADDENDUM IN THE SPACE IN THE FORM PROVIDED.

Sincerely, Trey Benton, CTCD, CPPB, NIGP-CPP Purchasing Agent North Texas Municipal Water District
