About this opportunity
The Colorado Department of Corrections is soliciting quotes for overlaminate film for the Colorado Correctional Industries Tag Plant under Documented Quote DQ 2027000102, with quotes due September 23, 2026 at 4:00 PM MST and Notice of Intent to Award expected September 24, 2026. Service-Disabled Veteran Owned Small Business (SDVOSB) certification documentation qualifies bidders for a state goal of at least 3% of contract value awarded to SDVOSBs.
The scope comprises two overlaminate film products for manufacturing temporary license plate mounting boards: 650,000 units of 7" × 12", 4 mil clear polyester with permanent adhesive, 54# glassine lay-flat liner, and three kiss cuts; and 702,000 units of 1" × 10", 3 mil clear polyester with permanent adhesive and 75# glassine lay-flat liner. Packaging specifications are detailed: first product requires 500 units per bundle, 2 bundles per box, 64 cartons per pallet; second product requires 500 units per roll, 6 rolls per case, 120 cases per pallet. Samples of both variants (twelve of each) must be submitted by September 23, 2026 via FedEx or UPS to Colorado Territorial Correctional Facility – CCi Tag Plant, Canon City, at bidder's expense. Hologram and state seal specifications are provided in technical attachments. All pricing must be all-inclusive of shipping; no additional freight, surcharges, or taxes are paid by CDOC. Pricing remains firm during the Purchase Order term.
The Purchase Order runs October 1, 2026 through June 30, 2027. Award criteria prioritize price as primary; sample quality and lead time are secondary factors. All bidders must register with Bidnet Direct and the Colorado Secretary of State, provide certificates of insurance per CDOC standards (A.M. Best rating "A" or better, minimum $1,000,000 general liability per occurrence), maintain Good Standing status, and complete all required exhibits including W-9, conflict-of-interest certification, and required vendor information form. Contractors and personnel are subject to criminal background investigations, fingerprinting, drug testing, and CDOC facility security compliance. Written inquiries are due September 17, 2026 at 2:00 PM MST. Optional annual price increases not to exceed 2.5% per fiscal year are available by mutual agreement.
