About this opportunity

The City of Philadelphia is soliciting quotes for an OVA Storage micro purchase opportunity through a competitive bidding process posted on April 10, 2026, with a submission deadline of April 24, 2026. This procurement will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. Sellers must submit all required documentation through the PHLContracts platform (www.PHLContracts.phila.gov), including completion of the General Tab, Items Tab with unit costs, Questions Tab with answers to mandatory questions, Terms & Conditions Tab, and Attachments Tab. All vendors must quote every item listed to be eligible for award consideration, and sellers cannot deliver products or provide services until receiving official notification from the department. Key requirements include possessing and submitting an executed Consent & Authorization form prior to bid closing, which is mandatory for all quotes to be considered responsive. The contract term shall commence on the effective date and terminate automatically 365 days thereafter, with quotes remaining valid for 60 days from submission or throughout the contract term for Requirements Contracts.

While the Local Business Entity (LBE) Program does not apply to small order purchases, vendors must still answer the LBE certification question to proceed with their submission. The procurement includes an optional LGBTQ Applicant Opportunity Data Form for vendors to voluntarily identify as lesbian, gay, bisexual, transgender, or queer-owned businesses, with responses intended to support the City's diversity and inclusion initiatives. There are no specific set-asides or restrictions limiting competition to disadvantaged enterprises or particular organization types. The total quote amount must not exceed $43,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. All prices must be quoted net and exclusive of taxes, with delivery terms as FOB Destination Point. Sellers must maintain specified insurance coverage including Workers' Compensation at statutory limits, General Liability of $500,000 per occurrence, and Automobile Liability of $300,000 per occurrence, and must certify that neither they nor their parent or subsidiary companies are indebted to the City for delinquent taxes or other obligations without an established payment plan.
