About this file

This is a Seller Checklist document from the City of Philadelphia Procurement Department for small order purchases submitted through the PHLContracts platform. The document provides step-by-step instructions for vendors responding to the OVA Storage micro purchase opportunity in Pennsylvania. Sellers must complete all required tabs in the online bidding system, including the General Tab (confirming seller role and Local Business Entity status), Items Tab (entering unit costs), Questions Tab (answering mandatory questions), Terms & Conditions Tab (accepting bid terms and downloading attachments), and Attachments Tab (submitting required documentation). The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and cannot deliver or provide services until notified by the department.

Key requirements for quote submission include possessing and submitting an executed Consent & Authorization form, which is mandatory and must be on file before any quote will be considered. Vendors have the option to submit an LGBTQ Applicant Opportunity Data Form and may attach additional documents related to their quote. All validation warnings must be addressed before submission, and sellers must ensure they are operating in the Seller role rather than the Seller Admin role. While the Local Business Entity (LBE) Program does not apply to small order purchases, vendors must answer the LBE certification question to proceed. Quotes are submitted through www.PHLContracts.phila.gov and reviewed in the Summary Tab prior to final submission.
