About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting proposals to outsource management of four county-owned marinas under ITN 25-8613R, with proposals due July 10, 2026, and a pre-proposal conference scheduled for June 25, 2026.

Proposers may submit for one, multiple, or all four facilities: Port of the Islands Park, Goodland Boat Park, Cocohatchee River Park, and Caxambas Boat Park. A local-vendor preference applies under Collier County Procurement Ordinance Section Sixteen to vendors maintaining a physical business address within Collier County, holding a current Business Tax Receipt from the Tax Collector, and demonstrating measurable contribution to local economic development. Certified Woman and Minority Business Enterprise status is evaluated as a selection criterion.

The scope encompasses daily facility cleaning, restroom maintenance and supplies, minor repairs under $2,000, marketing, safety and security planning, background checks for all employees, and marina operations at four locations with combined FY25 revenues of $2.138 million. The County retains major facility repairs, landscaping, structural maintenance, dock repairs, air conditioning, and all revenues from parking, launch fees, slip rentals, and fuel pricing. The vendor bears utility reimbursement invoiced quarterly. Proposers must hold a Certified Marina Manager certification and demonstrate prior marina management experience. Equipment inventories, including refrigeration, food service, and bait tanks, transfer to the selected contractor.

The contract term is four years with two additional three-year renewal options available. Proposers submit a monthly commission bid for each marina; the County reserves the right to award to one or multiple vendors based on best value.

Evaluation criteria: Experience and Qualifications (25 points), Certified WBE/MBE status (10 points), Operating Business Plan (35 points), Cost of Services (20 points), and Local Vendor Preference (10 points). A 5% bid bond, Performance and Payment Bonds at 100% of award amount (for contracts exceeding $200,000), and comprehensive insurance including $1 million Commercial General Liability, $500,000 Employer's Liability, and maritime coverage are required. Certificates of Insurance must be provided within five days of award notice. E-Verify enrollment and conflict-of-interest certification are mandatory. Proposals remain valid for 180 days.
