About this opportunity

Fort Bend Independent School District (FBISD) is requesting proposals for out-of-school time enrichment programs serving PreK through 8th grade students across 30 campuses under RFP 27-008LB, with proposals due November 10, 2026, at 2:00 PM CST. The pre-proposal conference is scheduled for September 22, 2026, at 10:00 AM CST, and written questions are due September 29, 2026.

FBISD serves over 78,000 students across 83 campuses in Fort Bend County, Texas, and seeks vendors to deliver one-hour weekly classes organized by service area — Academic Readiness, Arts, Crafts & Culture, Computer Science, Culinary, Fine Arts, Foreign Language, Sports & Fitness, Dance, Music, and STEM — held once weekly for ten weeks during fall and spring semesters, with potential spring break and summer offerings subject to negotiation. Vendors must provide detailed class descriptions, interactive curricula for ten weeks, organize end-of-semester showcases for parents, maintain curriculum fidelity, monitor student safety, and provide monthly parent communication. All instructors must clear background checks and arrive 15 minutes early; vendors are responsible for staff clearance and compliance.

Pricing must include cost per participant for a ten-week class, itemized supply fees, spring break and summer program pricing, and a minimum 30 percent revenue share to FBISD's Extended Learning Department to cover registration fees, marketing, facility usage, and operational costs. Vendors must provide scholarships with the number and dollar amount specified in proposals.

The initial contract term is two years with an option for one additional one-year renewal. Award evaluation uses a 100-point best-value scoring system weighted as follows: purchase price (30 points), quality of services (25 points), extent to which services meet district needs (25 points), vendor reputation (5 points), long-term cost (5 points), and past relationship with district (10 points). Vendor demonstrations or interviews may occur on December 9, 2026, with award notifications anticipated in March 2027. All proposals must include documentation of experience, client references, instructor qualifications, organizational charts, and completed required forms including background check certifications and conflict of interest questionnaires.
