About this opportunity
The West Virginia Department of Environmental Protection, Office of Special Reclamation, is soliciting bids on construction and site remediation services for the Keystone Resources Inc project (Permit S-84-83) under ARFQ DEP2600000084, with bids due July 8, 2026 at 10:30 a.m. EST. The mandatory pre-bid meeting was held June 17, 2026; vendor questions were due June 24, 2026. Addendum No. 3, issued July 2, 2026, published pre-bid Q&A clarifications and updated the Engineer's Estimate to $369,050.
The project encompasses 23 line items across a 100-acre site in Mingo County: mobilization and demobilization, construction layout, quality control, and site preparation; sediment control (1,000 linear feet of silt fence and 50 linear feet of hay bale dike); Type 1 revegetation on 1.75 acres; wetland and pond construction with limestone beds; channel work totaling 505 linear feet across four channels and exit channels; access road regrading for 780 linear feet of base and final work; 100 linear feet of 12-inch HDPE pipe DR 17; 500 tons of incidental stone; and road maintenance. Addendum No. 3 clarified that organic material for wetland construction derives from on-site pond cleanings, wood debris disposal may include burning, chipping, or wind rowing not exceeding four feet in height, and dewatering occurs through breaching or pumping.
Pricing is structured on a lump-sum basis for mobilization, demobilization, layout, quality control, site preparation, wetland construction, pond limestone beds, and road maintenance, with unit pricing for measurable line items (linear feet, per-acre, and per-ton quantities). All bids must be submitted electronically through wvOASIS Vendor Self Service at www.wvOASIS.gov. Invoicing and material delivery are directed to the jobsite and secondarily to DEP at 601 57th Street SE, Charleston, West Virginia. Vendors must acknowledge receipt of all addenda (Nos. 1, 2, and 3) with their bids to avoid disqualification. Contact: Sherri D. Weathersbee, (304) 414-1142 or sherri.weathersbee@wv.gov.
