The scope covers 26 line items: mobilization and demobilization, construction layout, quality control, site preparation, 500 linear feet of silt fence, 5 acres of Type I revegetation, 700 linear feet each of new road base and final layers, 500 tons of incidental limestone, HDPE gravity and force mains, EQ Basin excavation, a 60-mil HDPE liner, valve vaults, stainless steel knifegate valves, culverts, 1,300 linear feet of farm fencing, electrical work (Mon Valley Integration or approved equal), and a 30 by 40 foot pole building. Addendum 5 revised the EQ Basin bid quantity to 15,000 cubic yards. Bidders must post a 5% bid bond, a 100% performance bond, and a 100% labor and material payment bond. Commercial general liability and automobile liability insurance require minimum limits of $2,000,000 per occurrence. Liquidated damages are $1,000 per working day for delays.
