This Addendum 5 document modifies solicitation ARFQ DEP2700000017 for the Buffalo Coal Company Permit #S-2003-03 C1 EQ Basin Project issued by the West Virginia Department of Environmental Protection (WVDEP). The addendum publishes vendor questions and responses from a pre-bid conference held on-site on September 29, 2026, along with revised specifications and drawings. Key modifications include clarification that the EQ Basin excavation quantity is 13,285 cubic yards (not 35,000 or 30,000 cubic yards as shown in different documents), with a revised bid item quantity of 15,000 cubic yards. The engineer's estimate for the project is $709,741. The addendum introduces new technical specifications for access roads (5-3), stabilization fabric (8-4), and cast-in-place concrete (9-1), along with revised specifications for unclassified excavation (6-5), electrical installation requirements (11-1), and a geological technical report (14-1R). Revised drawings include updated plan sheets showing the correct EQ Basin quantity, new profile sections, and added legends. Work is anticipated to begin in Spring 2027, with contractors permitted to request winter shutdown. All addenda must be acknowledged and submitted with bids to avoid disqualification.
The solicitation involves lump sum and per-unit bid items covering earthwork, site preparation, pole building construction, road maintenance, drainage infrastructure, electrical controls, and liner systems for an equalization basin. Specific pay items include EQ Basin excavation (per cubic yard), new road construction (per linear foot), incidental limestone placement, and a 30x40 pole building (lump sum). Technical specifications detail requirements for stabilization fabric (SKAPS W250 or approved equal), concrete work including mix designs ranging from 4000 to 500 psi, and electrical installation by Mon Valley Integration or approved equal. The contractor assumes responsibility for off-site borrow and disposal areas, must comply with NEPA requirements, and is responsible for as-built documentation. No set-asides are indicated. Compaction requirements vary by application (95-98% maximum dry density), and all work must comply with sediment and erosion control, revegetation, and payment terms specified in the technical sections.
