About this opportunity

The City of Sun Prairie, Wisconsin, located in Dane County, is seeking proposals for an Organizational Equity Audit designed to develop a comprehensive Diversity, Equity, and Inclusion (DEI) program. The procurement is divided into two distinct parts: Part One focuses on an internal organizational review examining existing data, practices, policies, recruitment strategies, compensation equity, and organizational culture to identify strengths and weaknesses. Part Two centers on community engagement to assess city service delivery through a DEI lens, identifying service barriers and recommending external DEI programming. Proposals were due on July 30, 2021, at 4:00 PM CST, with questions accepted until July 12, 2021. The evaluation criteria include relevant experience and qualifications (25 points), quality of detailed scope of work (25 points), quality and creativity of employee and public input processes (25 points), cost effectiveness (10 points), women and minority-owned business preference (10 points), and local vendor preference (5 points). The contract term is structured for completion by December 31, 2022, with a potential one-year extension option.

The procurement is open to consultant firms, non-profits, and other organizations with DEI expertise, with a preference for women and minority-owned businesses and local vendors with a physical address in Sun Prairie. Proposers must obtain specific insurance coverage, including workers' compensation, commercial general liability of $1,000,000 per occurrence, automobile liability of $1,000,000, umbrella liability of $5,000,000, and professional liability of $1,000,000 per claim. The City has not pre-established a project budget and will allocate funds based on the successful proposal(s). The City's Human Resources Department, consisting of one HR Director, one Benefits Coordinator, and two HR Generalists, has conducted limited DEI activities to date, including policy reviews and annual employee training. No comprehensive staff climate survey has been previously conducted, leaving significant room for transformative recommendations. The City is open to proposals that include surveying and meeting with city department staff to document existing initiatives and develop a robust, forward-looking DEI strategy.
