About this opportunity

The Oregon Department of Public Safety Standards and Training (DPSST) is seeking proposals for comprehensive food services management at the Oregon Public Safety Academy (OPSA) in Salem, Oregon. This Request for Proposals (RFP S-25900-00016594) solicits qualified vendors to provide complete food service operations including meal preparation and service for academy students, catering services for special events, and point-of-sale retail food sales. The scope encompasses kitchen operations, servery management with six food stations, dining area operations, and a self-serve coffee bar, with services operating Monday through Friday from 6:00 AM to 7:00 PM year-round except during four designated "Down Weeks." The contractor must guarantee management of approximately 1,733-1,780 academy students annually with guaranteed meal counts of 115,200 meals per fiscal year comprised of breakfast, lunch, and dinner service, while accommodating diverse menus including vegetarian, vegan, organic, cultural, religious, and allergy-sensitive options that meet nutritional standards for physically demanding training programs. Proposers must demonstrate a minimum of ten years' experience within the last twelve years managing equivalent food service facilities and must possess established business status, required licenses, trained personnel, and key personnel including an on-site Chef Manager with a culinary degree and minimum five years of food service management experience and a Registered Dietitian or Certified Nutrition Specialist to develop and approve menus. Evaluation criteria award up to 110 points across eleven qualification categories (Management Plan, Company Overview and Experience, Financial Condition and Stability, Accounting and Reporting Systems, Personnel Management, Product Purchasing Power, Equipment and Facility Maintenance and Sanitation, Implementation and Transition Planning, Catering and Contingent Services, Customer Service and Innovation, and Emergency Planning) plus up to 20 price points based on a tiered formula, for a total of 130 possible points. Proposals must be submitted electronically through OregonBuys.gov by April 17, 2026 at 3:00 PM (PDT), with a public opening scheduled for the same date and time.

The State of Oregon has established an Outreach Plan requirement for proposers to demonstrate commitment to providing equal opportunities for Certified Firms including minority-owned businesses, woman-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), though outreach plan information is explicitly excluded from scored evaluations. The incumbent vendor has held consecutive contracts since the facility opened in 2006 and generated approximately $93,000 annually in point-of-sale revenue and $31,090 in catering revenue during the 2024-2025 fiscal year, operating under a "Guaranteed Meal Count" compensation model. The agency will provide the facility, utilities (electricity, natural gas, water, garbage, and telephone), facility maintenance and repairs, fire and hazard insurance, grease interceptor cleaning, and range hood cleaning at no cost to the contractor, while the contractor retains 100 percent of all point-of-sale and catering revenue and must remit a Vendor Collected Administrative Fee of ten percent of gross sales quarterly. The initial contract term is four years with options to renew up to a cumulative maximum of ten years contingent on satisfactory performance and negotiation of final terms. Contractors must maintain comprehensive insurance including Workers' Compensation, Commercial General Liability of $2,000,000 per occurrence, Automobile Liability of $1,000,000 combined single limit, and Pollution Liability of $500,000 per occurrence. The specific maximum not-to-exceed compensation amount will be established during final contract negotiation based on the pricing proposals submitted and evaluated according to the stated tiered scoring formula.
