About this file
This document is an Outreach Plan attachment (Attachment F) for a Food Services Request for Proposals (RFP S-25900-00016594) issued by the Oregon Public Safety Academy (OSPA) under the Department of Administrative Services (DAS) Procurement Services. The attachment establishes requirements for proposers to demonstrate commitment to providing equal opportunities for Certified Firms—small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID) as minority-owned businesses, woman-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses. Proposers must identify their own certification status if applicable, document prior contractual relationships with both Certified Firms and uncertified firms that may qualify as minority, woman, or service-disabled veteran-owned enterprises, and identify any anticipated subcontracting opportunities with estimated dollar values. The attachment requires proposers to describe specific steps they will take to solicit Certified Firms for subcontracting work and their willingness to report subcontractor information to COBID upon contract award.
The outreach plan information submitted by proposers is explicitly stated to not be considered in any scored evaluation of proposals. Proposers must certify by submission of their offer that they have taken and will continue to take reasonable steps to ensure Certified Firms receive equal opportunity to compete for and participate in subcontract performance on any resulting contracts financed with state funds. Proposers indicating no subcontracting opportunities need only submit the first page of the form; those anticipating subcontracting must complete and submit all pages with their proposal package.
