About this opportunity

The Oregon Department of Administrative Services, State Procurement Services (DAS SPS) is soliciting bids on behalf of the Oregon Employment Department for a comprehensive LED lighting upgrade across three WorkSource facilities (Salem, Albany, and Klamath Falls) under ITB #S-DASOBO-00017609, with bids due September 3, 2026 at 2:00 PM Pacific Standard Time and mandatory pre-bid conferences at all three locations on August 18 (Salem), August 19 (Albany), and August 20 (Klamath Falls), each at 9:00 AM.

All contractors and subcontractors must hold valid Oregon Construction Contractors Board (CCB) licenses and must possess or partner with an Oregon Department of Environmental Quality (DEQ) licensed asbestos abatement contractor — a critical qualification filter given documented asbestos-containing materials and lead-based paint at all three sites. Prevailing wage rates apply under Davis-Bacon Act requirements and Oregon Bureau of Labor and Industries standards (Marion County BOLI Region 3, Linn County BOLI Region 4, Klamath County BOLI Region 11). State Buy America and Federal Build America, Buy America Act requirements mandate that all steel, iron, coatings, and manufactured products be produced in the United States. All contractor and subcontractor employees must pass criminal record checks prior to site access.

The scope includes LED fixture installation with web-accessed control systems at three locations: Salem WorkSource (605 Cottage Street NE), Albany WorkSource (139 4th Avenue SE), and Klamath Falls WorkSource (801 Oak Avenue). Work must occur outside normal business hours (8:00 AM to 5:00 PM weekdays); overnight work is scheduled 4:00 PM to 12:00 AM on weekdays with extended weekend hours as needed. The project includes two optional alternates: replacement of all exit lights with self-diagnostic devices (Alternate 1) and ceiling tile documentation and replacement on a per-tile basis for damage caused by project work (Alternate 2). Substantial completion is due April 15, 2027, with final completion by June 1, 2027; liquidated damages of $500 per calendar day apply for failure to meet substantial completion. The estimated project cost range is $512,390 to $642,390 for bonding purposes. Bid security of 10% of the total bid amount is required. The project is funded 52% with state funds and 48% with federal funds from Wagner-Peyser, Jobs for Veterans', Trade Adjustment Assistance, and RESEA programs.
