About this opportunity

Salt Lake City Department of Public Utilities (SLCDPU) is issuing a Request for Proposals seeking qualified engineering firms to provide comprehensive design and professional engineering services for the Orange Street Sewer Trunkline Rehabilitation Phase IV project, which encompasses approximately 3,825 linear feet of a 42-inch diameter sewer line constructed in 1963 and located between 1040 South and 1500 South in Salt Lake City, Utah. The scope of work includes seven major tasks: updated closed-circuit television (CCTV) inspection and condition assessment; pre-design services with preliminary cost estimates; comprehensive permitting for multiple local, state, and federal agencies including the U.S. Army Corps of Engineers, Utah Department of Transportation, and various Salt Lake City entities; 60/90/100 percent design phases with detailed specifications; bidding process support; construction-related services including submittal and request for information (RFI) review; and public engagement planning and coordination. Deliverables include a 2013 Condition Assessment and Pre-Design Report (already available), preliminary and final design documents, permitting documentation, and public engagement materials. The selected firm must designate a Utah-registered professional engineer as the project representative and maintain comprehensive insurance coverage including workers' compensation, commercial general liability of $2,000,000 per occurrence with $3,000,000 aggregate, commercial automobile liability of $2,000,000 per occurrence, and professional liability insurance of $2,000,000 per occurrence with $2,000,000 annual aggregate. Technical proposals must not exceed 10 pages in 11-point font and are due by 2:00 PM on May 29, 2026, submitted through the Utah Public Procurement Place (U3P) website. Selection criteria include consultant qualifications and experience with similar large-diameter pipeline projects (25 percent weight), key personnel experience and qualifications (25 percent), responsiveness and availability with local office presence (25 percent), understanding of scope of work (15 percent), and overall quality of response (10 percent). Possible interviews are anticipated for the week of June 1, 2026, with contract award approval targeted for June 11, 2026. The project schedule includes pre-design completion by December 31, 2026, design completion by June 30, 2027, bidding in February 2029, and construction completion by June 2030.

The RFP does not identify specific set-aside designations, disadvantaged enterprise requirements, or incumbent vendors in the provided documentation. Proposers must acknowledge compliance with Salt Lake City's ethics requirements and conflict of interest ordinance provisions and submit cost proposals itemized in U.S. dollars with hourly wage rates for all consultants. Compensation is based on actual hours worked and authorized expenses as approved by the City, with the total agreement amount to be specified in Exhibit A of the Professional Services Agreement; however, no specific funding amount or contract value range is disclosed in the available RFP materials. The Professional Services Agreement indicates that the City may terminate the agreement for convenience with seven days' written notice or for cause if defects are not cured within seven days, and all work product, drawings, specifications, and intellectual property prepared under the agreement become the sole property of the City. The existing 2013 Condition Assessment and Pre-Design Report and project mapping data are available to support proposal preparation, and proposers must demonstrate familiarity with integration of existing utility infrastructure data in their approach.
