This is a Request for Proposals (RFP) issued by the Salt Lake City Department of Public Utilities (SLCDPU) for professional design and engineering services related to the Orange Street Sewer Trunkline Rehabilitation Phase IV project. SLCDPU seeks qualified firms to provide comprehensive engineering services including inspection and condition assessment, pre-design, permitting, design, bidding, construction administration, and public engagement for the rehabilitation of approximately 3,825 linear feet of the 42-inch diameter Orange Street Sewer Trunkline, constructed in 1963 and located between 1040 South and 1500 South in Salt Lake City, Utah. The project scope encompasses seven major tasks: updated CCTV inspection and condition assessment; pre-design services with preliminary cost estimates; comprehensive permitting for multiple local, state, and federal agencies including USACE, UDOT, and SLC entities; 60/90/100 percent design phases with specifications; bidding process support; construction-related services including submittal and RFI review; and public engagement planning and coordination. Technical proposals are due at 2:00 PM on Friday, May 29, 2026, through the Utah Public Procurement Place (U3P) website. Possible interviews are anticipated for the week of June 1, 2026, with contract award approval targeted for Thursday, June 11, 2026. Pre-design completion is scheduled for December 31, 2026, design completion for June 30, 2027, bidding for February 2029, and construction completion for June 2030.
The RFP requires separate submission of technical and cost proposals in PDF format, with technical proposals not exceeding 10 pages (11-point font minimum) and cost proposals itemized in U.S. dollars including hourly wage rates for all consultants. Proposers must provide detailed information on firm qualifications and experience with similar large-diameter pipeline projects, key personnel qualifications, project approach and schedule, references, and commitment to comply with the Sample Service Provider/Professional Services Agreement including insurance requirements. Selection will be based on consultant qualifications and experience (25 percent weight), key personnel experience and qualifications (25 percent), responsiveness and availability with local office presence (25 percent), understanding of scope of work (15 percent), and overall quality of response (10 percent). REQUEST FOR PROPOSALS
Salt Lake City Department of Public Utilities (SLCDPU) is seeking proposals from qualified firms to provide design and professional engineering services for the Orange St Sewer Trunkline Rehab Phase IV Indiana to 1500 South (Project). The engineering services will include inspection and condition assessment, pre-design, permitting, design, bidding, construction, and public engagement services for the proposed Project. The following information is intended to provide additional instructions and information regarding this Request for Proposals (RFP) along with a schedule and other requirements for submitting a proposal.
INTRODUCTION AND BACKGROUND
The Orange Street Sewer Trunkline was constructed in 1963 of steel-reinforced concrete, and is 42” in diameter. The interior of the pipe and its manholes are seriously corroded.
Downstream segments have been rehabilitated in previous phases of this work. A condition assessment and pre-design report for the current phase (IV) was completed in 2013. SLCDPU is seeking engineering design services, bidding services, and services during construction for the rehabilitation of roughly 3,825 linear feet of the Orange Street Sewer Trunkline.
This project is included within the scope of the Surplus Canal permitting and specific levee mitigation measures will be required. Additionally, this project crosses through a cement superfund site. Project risks include contaminated groundwater within the superfund site, proximity of work to the surplus canal, and bypassing across redwood road and the surplus canal.
SCOPE OF WORK
Task 1. Inspection and Condition Assessment Updated inspection and condition assessment is included as a part of this project to inform design and bidding decisions. Inspect 42” Orange Street sewer trunkline from 1040 South to 1500 South to determine sediment buildup and pipeline condition, and develop a cross-section of the internal diameter of the pipe.
Deliverables
• CCTV submitted to SewerAI in .mdb format.
• Cross section of internal diameter of the pipe.
• Condition Assessment report following NASSCO standards.
Task 2. Pre-Design Services The pre-design report will define the final project design criteria and elements of success.
Evaluate possibility of constructing permanent bypass under surplus canal. Activities and deliverables include:
• Kick-off meeting to establish roles and responsibilities, review scope, schedule, deliverables, and project goals.
• Review of updated inspection data, cross-sections of internal pipe diameters, Condition Assessment Report, and GIS.
• Confirm rehabilitation method and describe project approach.
• Third Party Coordination - Review utility locations and potential conflicts to identify and understand any third-party requirements. Coordination with third party entities will begin in pre-design and continue throughout the duration of the project.
• Survey of existing conditions.
• Preliminary Design Report including construction constraints, project approach, preliminary cost estimate, identify key stakeholders, identify third-party coordination issues, and outline permit requirements.
• Survey and Replating
• Utility Conflict Matrix
• Permitting Matrix
• 30% cost estimate (25% contingency)
Task 3. Permitting Obtaining all necessary permits will be required as a service throughout the project. This project is included within the scope of the Surplus Canal permitting and specific levee mitigation measures will be required. Additionally, mitigating groundwater contaminants is necessary for dewatering permits. Permitting will require a significant effort for this project. Local, state, federal agencies, and others, will have interest in this work. Several permits will require action by Salt Lake City during the design process:
• Design Permitting:
o ACOE/SLCO Flood Control 408 Permit – Surplus Canal Crossing o UDOT Encroachment Permit o SLC Floodplain Permit o SLC Lowland Conservancy
