About this opportunity

The County of San Mateo is seeking competitive quotations for a one-year renewal of Oracle software subscriptions for fiscal year 2025-2026, with a specific focus on database and monitoring products. The procurement encompasses multiple Oracle product licenses, including Database Standard and Enterprise Editions, Real Application Clusters, Diagnostics Pack, Tuning Pack, and System Monitoring Plug-ins across various processor and user configurations. The solicitation involves 22 line items with license quantities ranging from 1 to 50 units, categorized as either "Processor Perpetual" or "Named User Plus Perpetual" licenses. Evaluation criteria will prioritize cost, product conformity to specifications, and product availability, with the County planning to issue a purchase order to the lowest responsive and responsible bidder. Key procurement dates include a bid release on October 17, 2025, a deadline for questions on October 22, 2025, and bid submissions due on October 28, 2025 at 1:00 pm. Vendors must be registered in the System for Award Management (SAM) and will be subject to standard terms and conditions covering insurance requirements, intellectual property, warranties, and non-discrimination policies.

The procurement appears to have potential local business preference considerations under San Mateo County's procurement ordinances, though specific set-aside designations are not explicitly detailed. Bidders must be manufacturer/publisher authorized vendors for Oracle products, with direct communication available through Theresa Ruggieri at theresa.ruggieri@oracle.com. The contract period is defined from January 1, 2026 to December 31, 2026, covering a full calendar year of software licensing. While specific budget ranges are not disclosed in the available documentation, the comprehensive nature of the Oracle product licensing suggests a potentially significant procurement value. The solicitation covers jurisdictions in San Mateo County and San Bernardino City, indicating a multi-jurisdictional approach to software procurement. Vendors will need to provide competitive quotations that include accurate lead times and any applicable freight and delivery costs, with the expectation of integrating these Oracle software licenses into the existing technological infrastructure of the participating government agencies.
