About this opportunity
The Jacksonville Transportation Authority (JTA) is seeking proposals for a comprehensive Oracle EBS system upgrade from version 12.1.3 to version 12.2.14, located in Duval County, Florida. This best-value competitive procurement aims to secure a consultant who can effectively upgrade all existing Oracle EBS modules, migrate interfaces, convert custom code, and implement new features. Key deliverables include upgrading the system across multiple environments, including production, disaster recovery, and four non-production instances running on Nutanix HCI infrastructure with Oracle Linux and Database 19c. The evaluation criteria will assess proposers based on qualifications/experience (25 points), methodology and approach (30 points), technical implementation and support (25 points), quality assurance/quality control (15 points), and pricing proposal (5 points). Proposal submissions are due on Monday, January 20, 2025, at 2:00 pm ET, with the complete solicitation package available starting Tuesday, December 3, 2024. Interested consultants must submit their proposals through the JTA OpenGov Procurement Portal, with the contract period not to exceed 12 months from the date of contract execution.
While there is no specific Disadvantaged Business Enterprise (DBE) goal, DBE participation is encouraged for this project. The contract will be structured as a firm-fixed price or rate, with potential compensation considerations based on the project's complexity and scope. The selected contractor will be required to provide comprehensive insurance coverage, including commercial general liability, automobile liability, professional liability, and workers' compensation. Monthly invoices with detailed progress reports will be expected, and payments will be processed within 30 days of receiving a complete invoice. The JTA's current infrastructure involves Oracle EBS across multiple environments, suggesting that the winning consultant must demonstrate expertise in complex system upgrades and seamless integration. Although specific budget ranges are not explicitly stated, the contract will include provisions for potential price adjustments based on the Consumer Price Index. Proposers should be prepared to showcase their ability to deliver innovative and effective operational outcomes for the organizational functions of the Jacksonville Transportation Authority.
