About this opportunity

The Oregon Department of Transportation is soliciting bids for grind and inlay paving operations on OR35 from White River to East Fork Hood River across two location segments in Hood River County under ITB S-73000-00017278, with bids due July 9, 2026 via the OregonBuys electronic procurement system. The project is subject to Oregon prevailing wage requirements (BOLI Region 9, Hood River County, rates effective April 5, 2026) and State Buy America compliance; however, ODOT has determined that no steel, iron, coatings, or manufactured products subject to domestic preference requirements will be used on this project.

The scope encompasses grind and inlay paving at milepost 61.3 to 61.8 (approximately 3,000 linear feet) and milepost 66.0 to 68.2 (approximately 11,800 linear feet); cold plane asphalt concrete removal at 2-inch depth; sawcut bridge joints and hot applied joint sealant; temporary pavement markings; and all incidental work as specified. Estimated bid quantities are 43,450 square yards of cold plane removal and 4,900 tons of Level 3, ½-inch asphalt concrete pavement. Work is limited to weekday operations Monday through Thursday from sunrise to sunset, excluding holidays unless approved by the Project Manager. Substantial Completion is September 15, 2026; Final Completion is October 1, 2026. The project is estimated at $500,000 to $1,000,000 for bonding purposes. All bidders and subcontractors must hold current State Construction Contractors Board (CCB) licenses prior to bidding and commencement of work.

Bid security of 10% of the total bid is required. The successful bidder must provide Performance and Payment Bonds each equal to 100% of the contract amount, Commercial General Liability insurance with $2,000,000 per occurrence and $5,000,000 aggregate limits, and Commercial Automobile Liability insurance with $1,000,000 combined single limit. Liquidated damages are $700 per calendar day for delays beyond Substantial Completion, $500 per 15 minutes per lane for unauthorized lane closures, and $500 per 20 minutes for traffic stops exceeding 20 minutes. No retainage will be withheld unless certified wage statements are required, in which case 25% is retained until filing. Award will be made to the lowest responsive bidder. No pre-bid conference or site visits are scheduled. The public bid opening will be held electronically via Microsoft Teams immediately following the closing date.
