About this file

This is a Bid Pricing Form submitted to the Oregon Department of Transportation (ODOT) for Invitation to Bid (ITB) S-73000-00017278 for the OR35 White River to East Fork Hood River Paving project in Hood River County. The project encompasses grind and inlay paving operations across two location segments, cold plane asphalt concrete removal at 2-inch depth, sawcut bridge joints with hot applied joint sealant, temporary pavement markings, and all incidental work. Estimated quantities include 43,450 square yards of cold plane pavement removal and 4,900 tons of Level 3, ½-inch asphalt concrete pavement, with a lump sum mobilization item. Work is limited to weekday operations Monday through Thursday from sunrise to sunset. Substantial Completion is September 15, 2026, with Final Completion by October 1, 2026. Bids are due July 9, 2026, via the OregonBuys electronic procurement system with public bid opening to occur electronically via Microsoft Teams immediately following the closing date. No pre-bid conference or site visits are scheduled.

All bidders and subcontractors must hold current State Construction Contractors Board (CCB) licenses prior to bidding and commencement of work. Bid security of 10% of the total bid amount is required, and the successful bidder must provide Performance and Payment Bonds each equal to 100% of the contract amount, along with Commercial General Liability insurance with $2,000,000 per occurrence and $5,000,000 aggregate limits and Commercial Automobile Liability insurance with $1,000,000 combined single limit. The project is subject to Oregon prevailing wage requirements (BOLI Region 9, Hood River County, effective April 5, 2026) and State Buy America compliance, though ODOT has determined no steel, iron, coatings, or manufactured products subject to domestic preference requirements will be used. The project is estimated at $500,000 to $1,000,000 for bonding purposes. Liquidated damages are assessed at $700 per calendar day for delays beyond Substantial Completion and $500 per 15 minutes per lane for unauthorized lane closures. Award will be made to the lowest responsive bidder, with no retainage withheld unless certified wage statements are required, in which case 25% is retained until filing.
