About this file

This is a Special Provisions specification document for the Oregon Department of Transportation (ODOT) District 2C, detailing work requirements for the OR35: White River - East Fork Hood River maintenance paving project at multiple locations. The project consists of grind and inlay paving operations, cold plane asphalt concrete pavement (ACP) removal, and temporary pavement markings on OR Highway 35 between White River and East Fork Hood River at two separate locations: milepost (MP) 61.3 to 61.8 and MP 66.0 to 68.2. The work includes approximately 3,000 linear feet of grind and inlay operations in the first location and approximately 11,800 linear feet in the second location, with both locations requiring sawcut bridge joints and hot applied joint sealant. The estimated bid quantities include 43,450 square yards of cold plane pavement removal at 2" depth and 4,900 tons of Level 3, ½-inch ACP. Work must be completed by September 15, 2026, and is limited to weekday operations Monday through Thursday from sunrise to sunset, excluding holidays unless approved by the Project Manager. The project is subject to the 2024 Oregon Standard Specifications for Construction, with modified sections addressing traffic control, pavement acceptance, and compaction requirements.

Contractors are responsible for locating suitable stockpile and staging locations, with coordination required through designated ODOT personnel for each work location. The contractor must provide quality control and quality assurance, achieve minimum compaction of 91% MASD, and meet surface smoothness requirements tested with a 12-foot straightedge. Pricing is bid on a lump sum basis for mobilization and unit prices for cold plane removal (per square yard) and ACP paving (per ton). The contractor must submit an ODOT-approved asphalt mix design, project schedule, and weigh slips for all ACP material at least seven days prior to the preconstruction meeting. All work related to tack coat, temporary pavement markings, new transverse joints, sand sealing, and pavement line layout are considered incidental to the Level 3 ACP bid item with no separate payment. The contractor is prohibited from displaying ODOT branding on employee clothing and must comply with all applicable OSHA, ANZI, and MUTCD safety regulations. Invoices and certified payroll documents must be submitted to the Agency Authorized Representative via email with the certified statement that payment has not been received.
