About this opportunity

The Texas Department of Transportation (TxDOT) is requesting offers for an OPIS subscription service to provide fuel market information and reporting, with responses due September 10, 2026 at 3:00 PM Central Time under Solicitation 601440000054207.

The scope covers web-based access to OPIS Wholesale Rack Reports for gasoline and diesel fuel pricing at 26 locations and OPIS Jet Contract Reports for jet fuel pricing. The subscription will support five authorized TxDOT users for Rack Reports and one user for Jet Contract Reports. Deliverables include vendor-hosted, web-based platform access via supported browsers, user account establishment, system documentation, standard product updates and patches at no additional cost, technical support during normal business hours, and standard product training and documentation. The vendor must provide secure access, notify TxDOT of planned maintenance, and assist with account administration. Acceptance criteria require that authorized users can access the platform and licensed OPIS content, standard reporting and data export functions are operational, and user accounts are successfully established.

Pricing must be submitted on a firm, all-inclusive, fixed-price basis with unit prices including F.O.B. destination delivery. Vendors must not increase prices during the contract term and must provide price reductions if costs decline. No minimum quantity guarantees apply, and TxDOT reserves the right to obtain products from other sources.

The contract term commences upon execution and expires November 1, 2027, with three optional one-year renewal periods at TxDOT's sole discretion. TxDOT will provide 30 calendar days' written notice before renewal. Award will be based on best value, considering price, quality, reliability, delivery, and past performance. Vendor performance ratings are subject to pass/fail review via the CPA Vendor Performance Report; responses with letter grades below 'C' or under a Corrective Action Plan are non-responsive. The tentative award date is November 30, 2026. Contract funding is subject to state fund availability; TxDOT may terminate without penalty if funds become unavailable. Liquidated damages not to exceed 10% of line-item price apply to performance delays exceeding 30 calendar days, excluding delays outside vendor control. Responses must include the Execution of Offer form, Exceptions Schedule, and Assumptions Schedule. TxDOT preferences apply for Texas residence, Texas-produced materials, USA production, economically depressed-area sourcing, service-disabled veteran ownership, environmentally sensitive materials, energy efficiency, and air-quality compliance. The procurement contact is Vanessa Spurlock at vanessa.spurlock1@txdot.gov.
