About this opportunity

The City of Lubbock is soliciting proposals for operations and maintenance of the baggage handling system at Lubbock Preston Smith International Airport under RFP 26-19436-KM, with proposals due March 5, 2026 at 3:00 p.m. The pre-proposal conference is scheduled for February 17, 2026 at 10:00 a.m. via Zoom.

The scope encompasses 24/7 operation, management, and maintenance of inbound and outbound automated baggage handling systems, including three slope-plate claim carousels, conveyor subsystems, electronic document screening machines, and related equipment. The contractor must provide skilled labor, materials, supervision, parts management, warranty administration, and training services. The contractor is responsible for all employee badging fees, vehicle registration, and compliance with TSA and FAA security procedures. Prior to any purchase exceeding $3,000, the contractor must obtain written Airport approval.

The contract term is one year with four optional one-year extensions, with an anticipated effective date of August 25, 2026. The contract automatically renews unless either party provides 90-day written notice of termination. Pricing shall be guaranteed for six months from City approval, with adjustments thereafter permitted based on changes in the Consumer Price Index or Product Price Index at the City's discretion. The City does not guarantee any specific compensation, volume, or minimum service amounts.

Evaluation uses a 100-point scoring system: Fee Proposal (40 points), company and key personnel experience with similar airport baggage handling system operations (20 points), technical capability including computerized maintenance management systems and preventative maintenance programs (30 points), and proposed staffing and support resources (10 points).

The contractor must maintain Commercial General Liability of $1,000,000 per occurrence / $2,000,000 aggregate, Commercial Auto Liability of $1,000,000 combined single limit, and Workers' Compensation at statutory limits throughout the contract term.
