Prior to cancellation, the scope required removal of stream blockages, proper disposal of blockage materials, streambank work, and seeding and mulching of disturbed areas. The work involved two hydraulic excavators with thumbs (minimum 150 HP each), one tandem dump truck (minimum 250 HP with 10-cubic-yard bed capacity), and two laborers with chainsaws and hand tools. The bid schedule specified 90 regular hours and 20 overtime hours for each excavator, 20 regular hours for the dump truck, 90 regular hours and 20 overtime hours for each laborer, and stabilization materials covering 60,000 square feet. Mobilization and demobilization costs were capped at 10 percent of the subtotal of other line items. Woody debris was to be disposed of via on-site pit burner, with non-combustible debris transported 7.6 miles to a landfill at 332 Jefferson Orchard Road, Kearneysville, West Virginia 25430.

Vendors were required to hold a valid West Virginia Contractor's License (B-General Building or C-General Engineering), provide Commercial General Liability and Automobile Liability Insurance of $1,000,000 per occurrence each, submit a 5 percent bid bond with their proposal, and comply with federal and state debarment requirements and drug-free workplace affidavits. Performance and labor/material payment bonds of 100 percent contract value were required before award. Work hours were 7:00 AM to 5:30 PM, excluding state holidays. The contract was structured as a one-time purchase effective upon receipt of the Award Document and continuing until completion. Prior to cancellation, the question deadline was August 19, 2026, at 2:00 PM, and bids were due August 26, 2026, at 1:30 PM. Contact: Larry D. McDonnell, 304-558-2063, larry.d.mcdonnell@wv.gov.
