About this opportunity
The Florida Gaming Control Commission is issuing a Request for Information (RFI) to gather market research on an Online Gaming Integrity Geofencing System designed to prevent illegal online gambling operators from accessing Florida markets and consumers. The Commission is seeking vendor solutions in four primary areas: (i) a compulsory state-wide geofencing system capable of blocking illegal online gambling websites and applications even when operators do not voluntarily implement geofencing, (ii) solutions for detecting and tracking illegal online gambling operations, (iii) attestations of compliance with all applicable federal and state laws, and (iv) approaches for partnering with stakeholders including telecommunication providers and electronic marketplaces. Vendor submissions must include comprehensive business organization details, company history with relevant regulatory experience and case studies, technical capability descriptions addressing platform architecture and data security, functional capabilities such as regulatory analytics and reporting dashboards, implementation methodology with estimated timeframes, a breakdown of the Commission's required responsibilities with associated costs, and total pricing for the entire turn-key system. The RFI was posted on May 4, 2026, with vendor questions due by May 15, 2026 at 4:00 p.m. Eastern Time, and final responses due by June 18, 2026 at 5:00 p.m. Eastern Time. The Commission has scheduled estimated vendor demonstrations and presentations between June 22, 2026 and June 30, 2026. Responses must be submitted via email to Lisa M. Mustain at lisa.mustain@flgaming.gov, and answers to vendor questions will be posted to the Vendor Information Portal by May 29, 2026 at 1:00 p.m. Eastern Time.
This RFI is an information-gathering exercise for planning purposes only and does not constitute a solicitation for offers or a commitment to award a contract. No set-aside designations or restrictions on respondent types are identified in the available documentation. Vendors claiming confidential or proprietary information must submit both standard and redacted copies of their responses, as submissions are subject to Florida's Public Records Act. All vendor costs associated with preparing and submitting responses and attending meetings are the vendor's responsibility. Vendors submitting RFI responses are not prohibited from responding to any related subsequent competitive solicitations. No incumbent vendors, existing infrastructure, or specific technology integration requirements are identified in this RFI. No award value or budget range is provided in the available documentation.
Opportunity text
To prevent operators of illegal gambling websites and applications from gaining access to Florida markets and consumers, the Commission is seeking information on potential services that would bolster the Commission's ability to block illegal online gambling within the state. Responses should include the following: (i) solutions for a compulsory state-wide geofencing system that would block illegal online gambling websites and applications in Florida, even if the operators of such websites and applications do not choose to geofence their own product; (ii) solutions for detecting and tracking illegal online gambling operations; (iii) an attestation that the proposed solution complies with all applicable federal and state laws; and (iv) solutions for partnering with stakeholders, such as telecommunication providers and electronic marketplaces.
