About this file
This is a Request for Information (RFI) issued by the Florida Gaming Control Commission to gather market research on an Online Gaming Integrity Geofencing System. The Commission seeks vendor information regarding solutions to prevent operators of illegal gambling websites and applications from accessing Florida markets and consumers. Specifically, respondents must provide information on compulsory state-wide geofencing systems capable of blocking illegal online gambling even when operators do not voluntarily geofence their products, solutions for detecting and tracking illegal online gambling operations, attestations of compliance with applicable federal and state laws, and approaches for partnering with stakeholders such as telecommunication providers and electronic marketplaces. The RFI was released on May 4, 2026, with vendor questions due by May 15, 2026 at 4:00 p.m. Eastern Time. Responses are due by June 18, 2026 at 5:00 p.m. Eastern Time. The Commission has scheduled estimated demos and presentations between June 22, 2026 and June 30, 2026. This is an information-gathering exercise for planning purposes only and does not constitute a solicitation for offers or commitment to award a contract.
Vendors must submit responses via email to Lisa M. Mustain at lisa.mustain@flgaming.gov and provide comprehensive information including business organization details, company history and regulatory experience with case studies, technical capability descriptions addressing platform architecture and data security, functional capabilities such as regulatory analytics and reporting dashboards, implementation methodology with estimated timeframes, a breakdown of the Commission's required responsibilities with estimated costs, and total pricing for the entire turn-key system. Responses are subject to Florida's Public Records Act, and vendors claiming confidential or proprietary information must submit both a standard and redacted copy. All vendor costs associated with preparing and submitting responses and attending meetings are the vendor's responsibility. Vendors submitting RFI responses are not prohibited from responding to any related subsequent competitive solicitations. Answers to vendor questions will be posted to the Vendor Information Portal by May 29, 2026 at 1:00 p.m. Eastern Time.

Pursuant to rule 60A-1.042, Florida Administrative Code (F.A.C.), an agency may request information by issuing a written Request for Information. Agencies may use Requests for Information in circumstances including, but not limited to, determining whether to competitively procure a commodity or contractual services, determining what solicitation process to use for a specific need, or researching general, special, and/or technical specifications for a solicitation.
I. INTRODUCTION
The Florida Gaming Control Commission (Commission) is issuing this Request for Information (RFI) to the vendor community to obtain information and market research related to an Online Gaming Integrity Geofencing System (“System”).
This is an RFI as defined in section 287.012(22), Florida Statutes (F.S.), for planning purposes only. This is not a solicitation for offers. The information gathered from this RFI may be used in future competitive solicitation. Please monitor the Vendor Information Portal (VIP) for any changes or notices prior to submitting a response.
II. PURPOSE OF AN RFI
Rule 60A-1.042 of the Florida Administrative Code (F.A.C.)., provides that an agency may request information by issuing a written RFI. Agencies are authorized to use an RFI in circumstances including, but not limited to, determining whether to competitively procure a commodity or contractual services, determining what solicitation process to use for a specific need, or researching general, special, and/or technical specifications for a solicitation. A vendor’s response to an RFI is not an offer, and the agency may not use the vendor’s submission to justify a contract with that vendor without otherwise complying with Chapter 287, Florida Statutes, and rule 60A-1.042, F.A.C. Vendors submitting a response to an agency’s RFI are not prohibited from responding to any related subsequent solicitation.
Any further purchase of the commodity or services will be conducted in accordance with applicable law. The responses to this RFI may be used to prepare one or more competitive solicitations and as the basis for any subsequent vendor meetings.
III. GOAL
To prevent operators of illegal gambling websites and applications from gaining access to Florida markets and consumers, the Commission is seeking information on potential services that would bolster the Commission’s ability to block illegal online gambling within the state. Responses should include the following: (i) solutions for a compulsory state-wide geofencing system that would block illegal online gambling websites and applications in Florida, even if the operators of such websites and applications do not choose to geofence their own product; (ii) solutions for detecting and tracking illegal online gambling operations; (iii) an attestation that the proposed solution complies with all applicable federal and state laws; and (iv) solutions for partnering with stakeholders, such as telecommunication providers and electronic marketplaces.
IV. RESPONSE

1. Business organization’s information, including:
a. Business name
b. Primary contact
c. Address
d. Phone
e. Email
2. Provide a brief overview of your company, its history, and its experience with regulatory agencies, particularly in the sports betting, gaming, and/or financial sectors.
Share 2-3 case studies or client references for projects of a similar and larger scope and scale.
3. Describe your solution’s specific technical capability, platform architecture, legal compliance, and data security, detailing data security, integrity, encryption, access control, and data governance protocols.
4. Include functional capabilities such as regulatory analytics, auditing and reporting, dashboards, interactive portal, and seamless database integration.
5. Provide implementation methodology and high-level estimated timeframes for implementation.
6. Outline the Commission’s responsibilities required for implementation, including the general estimated cost.
7. Total pricing system estimation for the entire, turn-key system. Pricing information is helpful to the Commission and will be used solely for the purposes of establishing the potential target budget for the potential acquisition.
Please Note: Any submitted material is subject to the Public Records Act, section 119.07, Florida Statutes. See section X regarding the treatment of confidential, proprietary, or trade secret information.

X. CONFIDENTIAL, PROPRIETARY OR TRADE SECRET INFORMATION
If the vendor considers any portion of the documents, data, or records submitted in response to this solicitation to be confidential, proprietary, trade secret or otherwise not subject to disclosure pursuant to Chapter 119, F.S., the Florida Constitution or other authority, the vendor must mark the document as “Confidential” and simultaneously provide the Commission with a separate redacted copy of its response and briefly describe in writing the grounds for claiming exemption from the public records law, including specific statutory citation for such exemption. The redacted copy shall contain the Commission’s solicitation name, number, and the name of the vendor on the cover, and shall be clearly titled “Redacted Copy.” The Redacted Copy should only redact those portions of material that the vendor claims are confidential, proprietary, trade secret or otherwise not subject to disclosure.
In the event of a request for public records pursuant to Chapter 119, F.S., the Florida Constitution, or other authority to which documents that are marked as confidential are responsive, the Commission will provide the Redacted Copy to the requestor. If a requestor asserts a right to the Confidential Information, the Department will notify the vendor such an assertion has been made. It is the vendor’s responsibility to assert that the information in question is exempt from disclosure under Chapter 119 or other applicable law. If the Commission becomes subject to a demand for discovery or disclosure of the Confidential Information of the vendor in a legal proceeding, the Commission shall give the vendor prompt notice of the demand prior to releasing the information (unless otherwise prohibited by applicable law). The vendor shall be responsible for defending its determination that the redacted portions of its response are confidential, proprietary, trade secret, or otherwise not subject to disclosure.
By submitting a reply, the vendor agrees to protect, defend, and indemnify the Commission for any and all claims arising from or relating to the vendor’s determination that the redacted portions of its reply are confidential, proprietary, trade secret, or otherwise not subject to disclosure. If the vendor fails to submit a redacted copy of the information it claims is confidential, the Commission is authorized to produce the entire documents, data, or records submitted to the Commission in answer to a public records request for these records.
