About this opportunity

The City of Cheyenne, Wyoming is requesting sealed bids for one new in-stock Special Operations SUV (SSV Platform) for Cheyenne Fire Rescue under Bid E-2-27, with bids due September 8, 2026 at 2:00 p.m. and mandatory attendance at a pre-bid meeting on August 25, 2026 at 10:00 a.m. at the Cheyenne Botanic Gardens — non-attending bidders are subject to bid rejection. Wyoming resident bidders receive a preference of up to 5% over nonresident bidders, provided federal funds do not apply.

The vehicle must be a new, current model year full-size black SUV with body-on-frame construction, twin-turbocharged 3.5-liter V6 engine (minimum 400 horsepower, 480 lb-ft torque), 10-speed automatic transmission, intelligent four-wheel drive with terrain modes, and minimum 9,000 lbs towing capacity. Upfitting is extensive and non-negotiable: SoundOff Signal bluePRINT emergency vehicle control systems and warning lighting (no substitutions), Kenwood Viking mobile radio equipment, Troy Products consoles and mounting hardware, Cradlepoint cellular Wi-Fi router with five-year service plan, TigerTough ShieldTech seat covers, professional vinyl graphics, and comprehensive documentation. The upfitter must be a SoundOff Signal certified installer located in Wyoming within thirty miles of Cheyenne Fire Rescue headquarters and must provide a minimum five-year installation warranty. The vehicle must meet all FMVSS and EPA standards, include minimum three-year/36,000-mile bumper-to-bumper and five-year/60,000-mile powertrain warranties, and allow delayed radio equipment delivery due to documented supply chain constraints.

Bidders must mark each line item for compliance or non-compliance; unmarked or ambiguously marked items will be deemed non-responsive. The City will evaluate substitutions for equivalency. Delivery is required within thirty calendar days of bid award. A bid guarantee equal to 5% of the total bid amount is required if the per-unit price exceeds $100,000. Liquidated damages of 0.10% of the per-item price per calendar day or $30.00 per item per calendar day, whichever is greater, apply for unavoidable delivery delays. Questions are due August 28, 2026 at 5:00 p.m., with City responses provided by addendum August 31 at 5:00 p.m. City Council referral is September 14, Finance Committee review September 22, final approval September 28, and estimated Purchase Order issuance September 29, 2026.
