About this opportunity
The City of Cheyenne, Wyoming is issuing a sealed bid invitation for the procurement of one new 2026 or newer 3/4-ton crew cab full-size pickup truck with 4x4 drive, an 8-foot box, and a fleet work truck package designated for the Traffic Division. The vehicle specifications are highly detailed and include a 6.0L V-8 engine producing 320 horsepower, GVWR of 9,900 lbs, automatic transmission with overdrive and tow/haul mode, heavy-duty anti-lock brakes, white exterior color with black sprayed-in bed liner, running boards, side-mounted tool boxes, gray cloth seats with saddle blanket covers, air conditioning, cruise control, and Bluetooth connectivity. The truck must also be equipped with specialized equipment including a strobe light, backup camera with sensors, LED amber lights, and a low-profile truck-mounted changeable message board (LiteReader Model 1030F-4) with a 72" x 36" display and LCD touchscreen controller. A mandatory in-person pre-bid meeting is scheduled for April 16, 2026, at 10:00 a.m. at the Cheyenne Botanic Gardens; questions must be submitted by April 22, 2026, at 5:00 p.m. with responses provided via addendum by April 23, 2026, at 5:00 p.m. The bid submission deadline is May 4, 2026, at 2:00 p.m., with public bid opening occurring at that time. Award will be made to the qualified, responsible bidder submitting the lowest responsive bid based on unit pricing, with the City reserving the right to evaluate variations. Bidders must submit marked specification sheets, manufacturer's standard equipment lists, warranty documentation, parts and service manuals, electrical schematics, and operator manuals with their proposals. The anticipated award timeline includes City Council referral on May 11, 2026, Finance Committee review on May 19, 2026, City Council approval on May 25, 2026, and purchase order issuance on May 28, 2026.
Wyoming resident bidders receive a preference in evaluation, with a qualified resident bidder's bid eligible for award if it is not more than 5% higher than the lowest qualified nonresident bidder's bid; however, this preference does not apply if federal funds are involved in the procurement. The City includes a trade-in allowance for a 2012 GMC Sierra HD 2500 Quad Cab 4x4 (Block Unit #5826) with 38,289 miles, which will reduce the net cost of the new vehicle. A bid guarantee of 5% of the total bid amount is required only if any single unit exceeds $100,000; otherwise, no bid guarantee is required. The City reserves the right to include a Surcharge and Escalator Contingency provision not to exceed 15% of the total bid value to account for unforeseen Original Equipment Manufacturer surcharges and model year escalators upon City review and approval. Bids must be submitted electronically through the City's eProcurement Portal, and all items must be new and manufacturer's current model unless otherwise specified. Bidders must comply with Equal Employment Opportunity Commission and Americans with Disabilities Act requirements, the City's Alcohol and Controlled Substance Policy, and all applicable federal, state, and City laws and regulations. Liquidated damages of 0.10% of the per-item price per calendar day or $30 per item per calendar day, whichever is greater, will be assessed for delivery delays that are not unavoidable.
