About this file

This is an addendum to the specifications for Bid E-19-26 issued by the City of Cheyenne, Wyoming for the procurement of one new 2026 or newer 3/4-ton crew cab full-size pickup truck with 4x4 drive, an 8-foot box, and a fleet work truck package for the Traffic Division. The vehicle specifications are detailed across multiple line items and include a 6.0L V-8 engine producing 320 horsepower, GVWR of 9,900 lbs, automatic transmission with overdrive and tow/haul mode, heavy-duty anti-lock brakes, white exterior with black sprayed-in bed liner, and gray cloth seats. The truck must be equipped with specialized equipment including a strobe light mounted on top of the cab, backup camera with sensors, four LED amber lights (two on grille, two on rear), and a low-profile truck-mounted changeable message board (LiteReader Model 1030F-4) featuring a 72" x 36" display with LCD touchscreen controller and capability for MUTCT symbols and custom messages. A mandatory pre-bid meeting was scheduled for April 16, 2026, at 10:00 a.m., with questions due by April 22, 2026, at 5:00 p.m. and responses provided by April 23, 2026, at 5:00 p.m. The bid submission deadline is May 4, 2026, at 2:00 p.m., with public bid opening at that time and anticipated City Council approval on May 25, 2026.

Bidders must submit marked specification sheets with Y or N designations indicating compliance with each line item, a list of manufacturer's standard equipment, warranty documentation, parts and service manuals, electrical schematics, and operator manuals with their proposals. Failure to clearly mark Y or N on a line item, or leaving selections unmarked, will result in the City assuming non-compliance. Any exceptions, deviations, or substitution requests must be submitted prior to the question submission deadline or fully disclosed on the Bid Exceptions/Deviations/Substitutions Worksheet; exceptions not submitted by the deadline will not be considered, and any Y response qualified with handwritten notes, edits, or attachments shall be deemed non-responsive. The City reserves the right to reject bids with exceptions that materially alter the intent of the specifications. A trade-in allowance is offered for a 2012 GMC Sierra HD 2500 Quad Cab 4x4 with 38,289 miles (Block Unit #5826), and the title for the new vehicle must be made out to the City of Cheyenne, Wyoming. Wyoming resident bidders receive a preference evaluation provision allowing a qualified resident bidder's bid to be awarded if not more than 5% higher than the lowest qualified nonresident bidder's bid, unless federal funds are involved. A bid guarantee of 5% of the total bid amount is required only if any single unit exceeds $100,000.
