About this opportunity

The City of Tucson (COT) is conducting a competitive one-step Request for Qualifications (RFQ No. 230099) to retain up to three consultants for On-Call Structural Engineering Design Services. The procurement seeks professional structural engineering services to be delivered on an as-needed, if-needed basis, with services ranging from building modifications and remodels to structural assessments, inspections, and design development. Consultants will be expected to perform tasks including structural calculations, shop drawing reviews, special inspections, construction cost estimating, feasibility studies, and preparation of schematic design summaries with code research. The evaluation will be points-based, totaling 100 points across three categories: Project Team Qualifications (50 points), Firm Qualifications (30 points), and Available Resources (20 points). The solicitation was published on March 24, 2023, with a pre-submittal conference scheduled for April 4, 2023, and proposals due on April 14, 2023, at 2:00 pm local Arizona time. The initial contract term will be one year, with potential for four additional one-year renewals.

The procurement includes specific provisions for Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) participation, with mandatory requirements for contractors to demonstrate good faith efforts in engaging these businesses. Contractors must comply with federal regulations under 49 CFR 26 and follow HUD Section 3 guidelines, which prioritize employment and economic opportunities for low- and very low-income persons. The City of Tucson has established comprehensive compliance requirements, including mandatory reporting, non-discrimination provisions, and potential sanctions for non-compliance. The estimated annual budget is $50,000, with individual project budgets not exceeding $250,000, though typical projects are anticipated to be under $5,000. Contractors must adhere to the General Services Department's Architecture and Engineering Division Project Manager's Manual and Standards, and the contract is neither exclusive nor guarantees a specific volume of work. Funding for the project may include federal transit and housing grants, which introduces additional compliance requirements for contractors.
