About this opportunity

The City of Johns Creek, Georgia is requesting proposals for on-call storm pipe lining services under RFP 26-187, with proposals due July 7, 2026 at 2:00 p.m. Eastern Time. This is an on-call prequalification contract with no minimum work guarantee; the City has identified over 200 pipes requiring repair, with additional pipes added annually based on inspection results.

Contractors may bid on one or both of two service lines: Cured-In-Place Pipe (CIPP) lining for pipes 12 to 48 inches in diameter, and Spin Cast lining for pipes 30 to 72 inches in diameter. The scope includes pre- and post-television inspection, cleaning, point repairs, and ancillary work such as precast and cast-in-place concrete headwalls, traffic control, erosion and sediment control, landscaping, tree removal, and ground penetrating radar and pressure grouting on a project-by-project basis. Bidders must submit unit pricing for 79 line items differentiated by pipe diameter, wall thickness, and debris conditions, with pricing submitted separately for each of three consecutive one-year contract terms. Pricing is firm and fixed throughout the initial three-year term; unit prices for optional Terms 4 and 5 are subject to negotiation commencing 120 days before Term 3 expiration.

The contract begins October 1, 2026, and continues through September 30, 2027, with the City holding the option to renew for up to four additional one-year terms, for a maximum five-year term. Work is assigned via individual task orders; contractors must commence within ten calendar days of receiving a Notice to Proceed and maintain continuous work until completion. Liquidated damages of $200 per calendar day apply for missed deadlines. The City retains 10 percent of fees as retainage until final project acceptance. Contractors must carry commercial general liability insurance of $1,000,000 per person and $2,000,000 per occurrence, statutory worker's compensation insurance, and professional liability insurance of $2,000,000 per occurrence. Subcontractors may perform no more than 49 percent of the work and require City approval. A non-mandatory pre-bid conference is scheduled for June 17, 2026 at 10:00 a.m. via Microsoft Teams. Written questions are due June 26, 2026 at 5:00 p.m. Anticipated award is end of July 2026.
